“부랑나환자” 문제를 둘러싼 조선총독부와 조선사회의 경쟁과 협력 = The Competition and Cooperation between the Japanese Government-General of Korea and Korean Society over the Issue of Vagrant Leprosy Patients

Previous studies on vagrant groups in the colonial Joseon has focused on activities of the Japanese Government-General of Korea as an key actor. Although Korean people were also studied as subjects, they were dealt with in the simple scheme of one-way relationship between Japanese as assailant and Korean as victim. However, if the Korean society is regarded as a passive actor, there will be a risk of overlooking the dynamic relationship between Japanese power and Korean society. the Korean society had an affront to Japan, but accepted positively about civilization, including modern knowledge. Especially knowledge about the contagioness of leprosy based on the germ theory spread rapidly among Korean people, and as a result, a new phenomenon appeared in colonial Joseon. Once Japanese Government- General of Korea enacted a law of coercively segregating vagrant leprosy patients, and established the Sorok island leprosy institution, the number of the patients rapidly increased mainly in southern cities, and spreaded throughout the country. New scientific knowledge and everyday confrontation with vagrant leprosy patients of Korean people reinforced stigmatization discrimination against them, and the Korean society determined that the only way to solve this problem was compulsory segregation. Eventually Korean society strongly demanded the Japanese Government-General of Korea, hesitated to do it due to lack of budget, to solve this problem. Moreover, Korean society actively established its own organization to built facilities for the patients, which made the Japanese Government-General of Korea begin to expand the capacity of institution accommodating the patients. There was a temperature difference between the Japanese Government-General of Korea and Korean society on the severity of vagrant leprosy patients, but these two actors shared a racist view point on them. This study has shown that the stigmatization and discrimination against the vagrant group and leprosy patients had constructed by cooperation between the Japanese Government-General of Korea and Korean society.
