Following universalization of higher education in Korea and the social changes including globalization, the development of knowledge and information society and aging society, today`s higher education institutes should respond to social demands of vocational education and continuing education as well as academic education. The reform of the Higher Education Act as follows is required to build a flexible and effective regulatory system which enables necessary experiments and quality-control: (1) the systemization of general provisions centered on the type of degree courses; (2) the statutory authorization of educational institutions; (3) regulating hybrid (regular-continuing) educations institutions such as Universities of Technology, Cyber-universities, Colleges of Techniques under the Higher Education Act, and (4) building Self-autonomy of higher education institutions.
