청소년비행의 실태 분석과 그 선도 및 보호방안에 관한 연구 = (A) study on the measures for proper guidance and protection of juvenile delinquents

Nowadays, juvenile delinquency and irregularity shows a new aspect. The existing literatures and treatises are composed of contents showing the conditions in those days. But they are such a great disparity to the rapidly changing today.
Therefor the purpose of this study is to analyze actual conditions of juvenile delinquency on the basis of new data and suggest measures for proper guidance and protection of juvenile delinquents by overcoming the limits of traditional study and presenting new perspective.
In recent years, especially juvenile problems includes increasing juvenile delinquency and irregularity through internet, not to speak of general disappearance from home, smoking, drinking, violence, etc.
Juvenile delinquency related with internet include internet addiction, prostitution through internet chatting, connecting with adult-site, suicide-site, etc. These problems reached to serious level.
first of all, I scrutinized theories of the cause of juvenile delinquency and its main related causes and analyzed this actual conditions of juvenile delinquency. In result, I reached a following conclusion.
In this thesis, measures for proper guidance and protection of juvenile delinquents are as follows.
(1) Coming course of policy for proper guidance and protection of juvenile delinquents
① Carrying out a community-based policy
② Strengthening participation in private sector and role allotment
③ Seeking for restorative justice
(2)Principal task of policy for proper guidance and protection of juvenile delinquents
① Strengthening support for family function strengthening
② Strengthening school capacity coping with juvenile problems
-Amplification and power-strengthening of counselling teacher
-Enforcement of school-based delinquency prevention programs
③ Carrying out neighborhood-based and integrated programs of prevention and intervention
④ Construction of governmental cooperation system
The juveniles are the subject of bringing about juvenile problems. But juvenile problems are the whole problems closely connected with over-all society. Because they are also victims of organizational problems of a society. So it is necessary that we cope with this problems in close cooperation with family, school, community-based organization, government for leading into the right path and protecting the juveniles.
