통일국민협약을 통해 본 ‘사회적 대화’의 발전방향 연구 = A Study on the Development Direction of ‘Social Deliberation’ through Unification National Convention

국문 초록 (Abstract)

그동안 역대 정부의 대북·통일 정책은 정부 주도로 결정되어 하향식으로 추진되는 방식으로 진행되어 왔으며, 이러한 정부주도성은 우리 사회의 남남갈등을 줄여나가기보다는 오히려 그 갈등을 증폭시키는 요인으로 작용하였다. 이에 문재인 정부는 그동안의 대북·통일 정책이 국민에게 일방적으로 전달되면서 정책의 국민적 기반을 구축하지 못했다고 보고 ‘통일국민협약’ 수립을 목표로 2018년부터 ‘평화와 통일을 위한 사회적 대화’라는 숙의적 대화의 장을 시도하였다.
이 연구는 그동안 진행된 ‘평화와 통일을 위한 사회적 대화’가 갖는 의미를 살펴보고, 지속가능한 대북·통일정책의 수립 및 집행과정에서 사회적 대화의 발전 방향에 대한 정책적 함의를 제공하는 것을 목적으로 하고 있다. 이를 위해 연구는 ‘평화와 통일을 위한 사회적 대화’의 각 과정을 그 프로세스에 맞게 준비단계-설계단계-공론화단계-결과 도출 및 활용단계로 구분하고, 각 단계별로 평가기준을 설정해 분석하였다. 그 결과 지금까지의 사회적 대화 과정은 운영주체의 자율성이나 전문성, 의제의 적절성, 참여자의 대표성 측면에서 북한에 대한 인식이나 대북정책의 방향에 대해 국민들의 의견을 수렴해내는 데에 한계가 존재하였고, 사회적 대화의 결과에 대한 과정의 숙의성이나 사회적 공론화나 역시 부족하였다. 이에 지금부터라도 더 많은 국민들을 참여시켜 다양한 의견개진을 통해 공론화 과정을 진행하고, 도출된 통일국민협약(안)에 대해 국민들의 수용성을 높일 수 있도록 해야 할 것이다.

Until now, previous governments’ policies on North Korea had been decided by the government and carried out in a top-down manner. The government-led characteristics of this policy rather contributed to escalating conflict rather than reducing conflicts between South and South Korea in our society. For these reasons, the current government decided to establish the “National Convention on Unification” and attempted “social dialogue for peace and unification” from 2018.
This study aims to examine the meaning of “social dialogue for peace and unification” and provide policy implications for the direction of development of social dialogue in the process of establishing and implementing sustainable unification policy. This study divides the preparatory stage, the design stage, the public discussion stage, and the results and utilization stage for each peace and unification social deliberation process, and the evaluation criteria were established and analyzed for each stage. As a result, the social deliberation process so far has limited the public’s perception of North Korea or the direction of unification policy in terms of the autonomy, expertise, appropriateness of the agenda, and representation of participants. And there is also a lack of deliberation or social discussion about the outcome of social dialogue. Therefore, it is necessary to engage more people from now on to proceed with the public discussion process through various opinions. It is necessary to increase the acceptability of the people to the National Convention on Unification.
