Performance management creates less urgency for change than either managed competition or enterprise management. Thus, it gives public employees a direct stake in their organization's results. This paper compares and analyses the operation situation of the performance management of foreign countries such as America, England and New Zealand. To use performance management, we must design a new incentive system. This is why there should be a performance management which shall seek to straighten the paths of government, to make its business less unbusinesslike, to straighten and purify its organization, and to crown its duties with dutifulness.
