겨울축제 이벤트 행사장의 안전에 대한 방문객의 만족도에 관한연구 : 중국 심양 국제빙설축제를 중심으로 = Study on the Satisfaction on Safety by Visitors in the Winter Festival : Based on the case "ShenYang Ice and Snow Festival" in ShenYang, China"

국문 초록 (Abstract)

날로 경쟁이 심화되고 있는 관광산업에서 이벤트관광에 대한 관심이 고조되고 있으며, 특히 중국은 1979년부터 개혁개방이 실시된 이후 우리나라는 이벤트관광 대국이라고 할 수 있을 정도로 각 지방의 이벤트 개최횟수는 날로 증가하고 있는 추세를 보이고 있다. 1990년대부터 겨울 여행 문화가 발생되고, 이제 활기찬 발전단계에 있다. 특히 활발히 발전하고 있는 북쪽지역은 겨울축제 활동이 고요한 겨울 여행시장을 위해서 하나의 공백을 메웠다. 그러나 겨울축제는 특별한 환경, 기후, 시설 때문에 다른 축제 보다 행사장에서 사고가 비교적 발생하기 쉽다. 이러한 안전사고에 대한 전문적인 연구가 학계와 산업계에서 활발히 이루어지고 있지만 이러한 연구의 중요성에도 불구하고 이벤트의 이미지에 많은 영향을 미치는 이벤트행사의 안전에 관한 연구는 매우 미약한 것으로 나타나고 있다.
심양 국제 빙설축제는 1993년부터 개최했는데 매년 많은 국내·외 관광객을 유치하였다. 특히 2009년 빙설축제의 주행사장은 기반산(棋盘山) 빙설대세계 이외 관동（关东）영상시티도 추가하였다. 그러므로 올해 외지 관광객을 45%까지 유치했고, 지난해에 비교해서 15%가 증대되었다. 이제 심양 국제 빙설축제의 행사장 면적은 중국 빙설축제에서 제일 방대하다. 따라서 밝은 장래성을 가지고 있다. 그러나 정부와 축제의 관리자가 축제의 투자예산, 프로그램의 개발, 홍보 등 방면에 대한 많이 중시하지만 축제기간의 안전문제에 대한 중요도가 모자란다. 매년 축제기간에 관광객이 활동에 참여했을 때 상처를 받는 상황이 나타났다, 그러므로 안전을 경시해서는 안됩니다. 이제 중국에서 이벤트행사장의 안전에 대한연구가 미흡한 것이다. 특히 겨울축제 안전문제에 대한 연구가 이제까지 없었다.
그러므로 본 연구에서는 겨울축제의 이벤트 행사장 안전성을 위해 선정한 "2009중국 심양 국제 빙설축제’를 중심으로 참가한 국내방문객 대상으로 행사장에서의 안전만족도에 대한 조사·연구하고자 한다.
본 연구의 목적을 구체적으로 살펴보면 다음과 같다.
첫째, 중국 심양 국제 빙설축제 국내방문객들의 인구통계학적 분석을 통한 중국 심양 국제 빙설축제의 주요대상자를 묘사한다.
둘째, 안전요인을 명확하게 하고 국내 방문객이 안전에 대한 만족도 조사하고자 한다.
셋째, 인구통계학적 특성에 따라 안전요인에 만족도의 유의한 차이를 제시하고자 한다.
넷째, 안전만족도 분석연구에 통하여 겨울축제 이벤트행사장의 안전관리에 대한 개선방안과 시사점을 제시하고자 한다.

다국어 초록 (Multilingual Abstract)

Beginning from last 90 century, there has emerged a high trend on winter cultural tourism. Especially for the north area of China, the winter festivals have filled the gaps in the tourism market caused by the off-season. However, as the special result of winter festivals on environment, climate and facilities, there are more prone to accidents than any other themed festival. Although the research of security management for activities has risen in academic and industry market, the safety management research is not full in the field of festival activities.
Shenyang International Ice and Snow Festival opened in 1993 ushered a considerable number of Chinese and foreign tourists every year.The Ice and Snow Festival in 2009, for this session, the main venue of the festival in addition to the Qipanshan Snow World and has expansion to the Movie and Television City. And the main venue of Shenyang Ice and Snow Festival of this session has reached the maximum among the winter festival venue areas in North China. However, the governments, as well as festival organizers have focused on the budget for investment, development of festival events, publicity and benefits. But not placed enough emphasis on security issues. Especially the special studies have not yet for the safety management of the winter festivals.
Therefore, for the sake of observations and recommendations on the safety management in winter festival scenes, this study make the 2009 Shenyang International Ice and Snow Festival as the center, a survey has been conducted by the domestic participates on the security satisfaction in the winter festival.
The study objectives are as follows:
The first objective is to learn the main target tourists by analyzing their socio-demographics.
The second objective is to specify the safety and to learn the tourists' Satisfaction on them.
The third objective is to analyze the differences of the Satisfaction to the Safety, based on the tourist's socio-demographic characteristics (e.g. gender, age, residence of place, income).
The final objective is to propose marketing strategies for the development of the winter festival according to the previous analysis.
Through the research, several research findings were worked out. First, Shenyang International Ice and Snow Festival have some deficiencies on the safety management. In particular, the aspects which related with the characteristics of ice and snow, and tourists have shown low satisfaction on. Second, Shenyang International Ice and Snow Festival have done better on fire prevention, the security of recreation facilities, and maintaining order at the scene. On these aspects, tourists have shown relatively high satisfaction. Third, Festival organizers and managers are lack of experience and expertise on safety management.
The conclusion is as following through the results of survey.
First, Strengthen the education and guidance on risk management for the organizers and managers of the festival.
Second, Grasp and master the requirements and needs of the tourists, and then work out the improvement measures.
Third, Study and learn good program of security management from successful cases domestic and abroad.
