북한 외국어교원 양성체계 연구 : 보통교육 및 고등교육의 영어교원 양성을 중심으로 = A Study on the Training System of Foreign Language Teachers in North Korea: Focusing on the Training of English Teachers in General Education and Higher Education

국문 초록 (Abstract)

최근 몇 년간 국제 사회에서 외교정책들을 통해 적극적인 행보를 보이고 있는 북한이 외국어(영어)교육에 깊은 관심을 갖고 있음을 알 수 있다.현 시기 외국어교육을 중시할 데 대한 북한 교육정책의 변화로 인해 외국어분야 교육의 질을 개선하기 위한 요구가 더욱 높아졌다. 본 연구에서는 보통교육과 고등교육 부분의 영어교원 양성 및 재교육을 중심으로 북한의 외국어교원 양성체계를 살펴본다. 북한은 정규적인 교원양성체계인 사범대학 외국어학부 졸업생들을 위주로 외국어교원을 양성한다. 또한 외국어전문가들을 활용한 비정규적인 교원양성체계를 혼용하여 보통교육과 고등교육의 외국어교원들을 양성한다. 사범대학 졸업과 동시에 외국어교원 자격 취득 및 해당 교육기관에 임용된다. 재교육은 기관과 자격 수준에 따라 상이하게 진행된다. 향후 남북한 교육통합이 가능한 시기를 대비하여 북한의 교원 양성 체계를 연구하는 것은 매우 중요하다. 특히 다문화 시대에 남북한 예외 없이 외국어교원의 역할과 위치는 더욱 그러하다. 교육통합이 이루어진다면 북한의 정치사상과목을 제외한 수학이나 외국어 같은 비정치적 성향의 교과들부터 교육통합 방안을 마련하고 현실성 있게 실현해나가야 한다.

다국어 초록 (Multilingual Abstract)

North Korea’s foreign policy, which has been actively taking part in the international community for the past few years, is amplifying its interest in foreign language education. It is assumed that the change in North Korean education policy to emphasize foreign language education at this time has increased the demand for improvement of the quality of foreign language education. This study examines the training system of foreign language teachers in North Korea, focusing on the training and re-education of English teachers in the general and higher education areas. North Korea nurtures foreign language teachers mainly for graduates of the Department of Foreign Language at the College of Education, which is a regular teacher training system. In addition, it uses the non-regular teacher training system using foreign language experts to train foreign language teachers of general education and higher education. At the same time as graduating from a college, it is appointed to a foreign language teacher qualification and a relevant educational institution. Reeducation is conducted differently depending on the institution and qualification level. It is very important to study the teacher training system of North Korea in preparation for the time when education integration is possible in the future. Especially, the role and location of foreign language teachers without exception to South Korea and North Korea in the multi-cultural era is more so. If education integration is achieved, education integration plans should be prepared from non-political subjects such as mathematics and foreign languages, except for political thought subjects in North Korea, and realized realistically.
