평생학습도시정책의 모형 분석 : 문화역사적 활동이론을 중심으로 = Study on Expansive Learning for Lifelong Learning: A City Case of Policy-Making

This study The purpose of this case study is to examine expansive learning that can occur during the policy-making for LLL in a city of Korea. The study’s research questions are as follows: What contradictions do stakeholders of policy making for LLL have in developing policy? How does learning occur by dealing with contradictions? This study utilized case study as the research method (Merriam & Tisdell, 2016), and examined a bounded case of the policy making of a representative LLL city in South Korea. To have a 1 – 1.5 hours, open-ended individual interview, we recruited nine stakeholders that included three from central government institutes, a local government, and city centers respectively. Along with multiple documents we collected, the interview data were analyzed through a procedure of open, focused, and axial coding based on CHAT.

국문 초록 (Abstract)

본 연구에서는 시 정부, 지역지도자 및 지역주민에 의해 지역 교육자원의 활용, 지역문제 해결, 평생학습 기회 확산, 평생학습 환경조성 등과 같은 평생학습도시조성운동이 이루어질 수 있도록 소정의 펀드 및 제도정비 등의 행․ 재정 제반사항을 총체적으로 지원하는 평생학습도시사업이 추진되었던 J시를 중심으로 평생학습도시운동 정책에 참여하는 주체들 사이의 상호작용과 추진과정에서 나타나는 갈등요소를 중앙정부(central government), 지방정부(local government), 전담기구(city center)의 3수준으로 구별하고 각 수준에서의 요소들 간의 관계와 갈등관계를 분석하였다. 연구방법은 문헌적 검토와 각 수준에서의 직접 업무추진자 심층면담을 진행하였으며, 이를 문화역사적 활동이론(Cultural-Historical Activity Theory)에 기반한 분석모형을 통해 분석하였다. 도출된 결과로는 평생학습도시정책이 지역민의 삶의 질 향상을 위해 올곧은 방향과 전략으로 실행되기 위해서는 각 수준에서의 갈등들을 완화하고 이를 뒷받침하는 행정적․제도적 장치가 요청되며, 여러 가지 갈등요소와 한계로 분석되었던 문제 상황의 핵심은 교육지원체제가 일원화되어있지 못한 점, 각 기구들의 소통부재, 행정적 영향력을 끼칠 수 있는 광역단위의 지역 평생교육전담기구의 설립 및 활용이다.
