      The EU's Leadership from UNFCCC COP and the Possibility to retain the leadership

      The EU has been striving to retain the leadership in international climate change politics since the ratification of the Kyoto Protocol. It should be taken for granted that the credit for the leadership goes to the EU’s efforts in successfully implementing the commitments made under the Protocol. The international climate change policy governance created through the efforts has provided the EU a remarkable competence to put in place its internal measures aimed to reduce GHGs. Accordingly,the internal success has empowered the EU to exercise the leadership in the global climate change policy arena. In this respect, given all the achievements, a fair and likely question can be raised as to how longer the EU will be able to hold on to the climate change leadership it has retained successfully and if it can't, then, on what plausible grounds and assessments ?. This paper reviews and studies some of the historically significant events surrounding the backdrop of the Kyoto Protocol and some other major international climate change conferences to the UNFCCC (United Nations Framework Convention on Climate Change). This review and study provide for an insight into how the EU has performed its leadership in and out of the conferences. The attempt will also enable one to make a predictable assessment of the EU leadership down the road. Following the introduction, this paper provides, first, the major 3 motivations for the EU in its effort to retain the leadership in the international climate change politics. The next section reviews the EU’s leading role demonstrated in the run up to the Kyoto Protocol. And the 4th section describes the EU's performance as a leader in the Kyoto COP (Conference of the Parties). The 4th section is followed by another section elucidating and reviewing the EU's leading performance in and out of the major climate change conferences after the Kyoto Protocol. Lastly, the final section presents the conclusive assessment with the likelihood of the EU retaining the leadership on the aspect of the aforementioned 3 motivations based on the early sectional findings.
