기후변화에 대한 윤리학적 고찰 = An Ethical Reviews on Climate Change

This paper examines climate change ethically. To this end, I first review the ideal ethical theory and non-ideal ethical theory and examine the ethical issues of climate change. And I explore individuals' moral responsibilities for climate change. When we try to establish a code of climate change ethics, it seems that non-ideal theory is more appropriate than ideal theory and ethical approach is more appropriate than economic approach. In fact, there is no direct causal link between the behavior of individuals polluting the environment and rapid climate change. Climate change ethics are a special feature in that there is no institutional framework that clearly reveals the damage caused by our environmental pollution behavior in a spatially and temporally dispersed manner and specifically the direct harm to anyone. Given the peculiarities of this climate change ethic, we should have the responsibility ethics and virtue ethics that takes into account our direct obligations to our own conduct but also the consequences of uncertain acts or consequences of widespread conduct. Today's climate change is a matter of justice between current and future generations, between developed and developing countries. Given this point, climate change ethics should be the ethics of fairness. If the problem of climate change is a common tragedy, this should be solved by mutual agreement rather than responsibility and conscience. And if the problem of climate change is the product of a moral hazard that pursues the benefits of the present generation with the sacrifice of future generations, we need to establish a code of climate change ethics that all members of the global community can agree on. And these codes of climate change ethics should include virtues such as courage, benevolence, hope, frugality, humility, and respect.

국문 초록 (Abstract)

본 글은 기후변화에 대해 윤리학적으로 고찰한다. 이를 위해 우선 이상적인 윤리이론과 비이상적인 윤리이론에 대해 고찰한 다음에 기후변화에 대한 윤리적 쟁점을 검토한다. 그리고 이를 바탕으로 기후변화에 대한 개인의 도덕적 책임에 대해 탐색한다. 우리가 기후변화에 대처할 윤리규범을 정립하고자 할 때, 비이상적인 이론이 이상적인 이론보다 더욱 적합하고 경제학적 접근방식보다는 윤리학적 접근방식이 더 적합한 것으로 보인다. 사실상 개인이 환경을 오염시키는 행위와 급격한 기후의 변화 사이에는 직접적인 인과관계가 존재하지 않는다. 그리고 우리의 환경오염 행위로 인한 피해는 공간적·시간적으로 분산되어 나타나고, 구체적으로 어느 누구에게 직접적인 피해를 끼치는지를 명확히 밝혀주는 제도적 틀이 존재하지 않는다는 점에서 볼 때, 기후변화 윤리는 특수한 성격을 띤다고 할 수 있다. 우리가 이러한 기후변화 윤리의 특수성을 감안할 때, 기후변화윤리란 자신이 저지른 행위에 대한 직접적인 의무만이 아니라 불확실한 행위의 결과나 광범위한 행위의 결과에 대해서도 고려하는 책임의 윤리, 덕의 윤리가 되어야 한다. 오늘날의 기후변화는 현세대와 미래세대 간의 정의의 문제이자 선진국과 후진국 사이의 정의의 문제이다. 이러한 점을 감안할 때 기후변화윤리는 공정성의 윤리가 되어야 한다. 기후변화의 문제가 공유지의 비극에 해당한다면, 이는 책임과 양심보다는 상호합의에 의해 문제가 해결되어야 한다. 그리고 기후변화의 문제가 미래세대의 희생을 볼모로 현세대의 이익을 추구하는 도덕적 해이의 산물이라면, 우리는 지구공동체의 전체 구성원이 합의할 수 있는 기후변화 윤리규범을 하루빨리 정립할 필요가 있다. 그리고 이러한 기후변화 윤리규범에는 용기, 호의, 희망, 검소, 겸손, 존중 등의 덕이 포함되어야 할 것이다.
