There is a prevalent consensus that leadership is the crucial factor effective enough to facilitate learning capacity of government organization. However the leadership mechanism has not been discussed sufficiently in the field of government evaluation. Based on policy learning theory, this article attempts to draw a research framework to show how the leadership mechanism is working in the policy coalition of local government. Four kinds of different policy learning are discussed and analyzed; instrumental learning, social learning, and political learning. How does each stakeholder in policy coalition of local government interact with each other during the process of policy evaluation? For empirical analysis, the data is acquired via the face to face interview with the mayors of 25 local governments in the Seoul metropolitan area. Literature review on policy learning and its factors is conducted intensively and extensively. It is observed that political learning can play a role to facilitate both instrumental and social learning in the whole process of performance and policy evaluation.
