자산기반 주거복지정책으로서 단기 공공임대주택의 지분공유제 주택으로 전환 = Transfer of Short-term Public Rental Housing to Equity Sharing Housing as a Asset-based Housing Welfare Policy

다국어 초록 (Multilingual Abstract)

Today asset-based housing welfare approach as a instrument of poverty-exit and welfare policy is gathering strength in most of advanced countries with deepening of socio-economic polarization. Shared housing is a key means of asset-based housing welfare policies. This paper reviews literatures related with equity sharing housing in advanced countries’ experiences, and analyze possibility to introduce the equity sharing housing in Korea. For this, this paper do an analysis of the affordability in initial equity acquisition of shared housing based on estimation of construction cost and transfer price to sale from rent with cases of 5 years public rental housing, and consider issues which is raised in introducing the shared housing system. At the conclusion this paper suggests shared housing system has diverse advantages as a instrument of asset-based housing welfare policy to the low-income class.

국문 초록 (Abstract)

오늘날 사회경제적 양극화가 심화되면서 대부분의 선진국에서 자산기반 주거복지 접근이 대두하고 있다. 자산기반 주거복지 정책의 핵심수단 가운데 하나가 지분공유주택이다. 본 연구에서는 주요 선진국의 지분공유 주택제도를 검토하며, 이를 토대로 한국에서 지분공유주택제도의 가능성을 분석한다. 5년 공공임대주택의건설원가와 분양전환 가격을 추정하여 지분공유주택으로 전환할 때 초기 지분취득 가격의 적정성을 분석하며, 지분공유 주택에서 제기되는 쟁점을 검토한다. 결론으로 저소득층의 자산기반 주거복지정책 수단으로서 지분공유주택은 다양한 장점을 갖고 있다는 것을 제시한다.
