COVID-19의 치사율에 대한 사회·경제적 요인 및 이동성 결정요인 분석 = Socio-economic Determinants of COVID-19 Mortality and Factors in Community Mobility: Using Cross Country Panel Data Analys

This study analyzes both the relationship between COVID-19 mortality and socio-economic determinants and the factors in community mobility. Particularly, the socio-economic factors are categorized into demographic factors, infrastructure-and-policy variables on healthcare. For this, this study constructs a world-wide unbalanced panel data set from Jan. 22, 2020 to Nov. 30, 2020 and adopts two-way error component panel models. The results show that COVID-19 mortality decreases as the proportion of the elderly decreases, as population density gets higher, as the numbers both of bed hospitals and of medical personnel increases. The results also show that community mobility in the early stage of COVID-19 is negatively associated with the stringency index and the number of new confirmed cases. People are inclined to reduce optional activities first, rather than necessary ones like working, commuting, buying necessaries. These results can provide policymakers on pandemic diseases with meaningful implications.

국문 초록 (Abstract)

본 연구는 COVID-19의 치사율과 연관된 사회․경제적인 요인들과 팬데믹 기간 사람들의 이동성에 영향을 주는 요인을 분석하였다. 치사율에 대해서는 인구통계학적인 요인들과 보건 인프라 및 정책변수 등으로 사회․경제적인 요인들을 세분하였고, 이동성에 대해서는 정부의 COVID-19 정책 대응 수준과 팬데믹 확산양상에 따른 심리적 요인을 고려하였다. 분석을 위해 전 세계 국가를 대상으로 2020년 1월 22일부터 11월 30일까지의 불균형 패널자료를 구축하여 이원오차성분 패널모형을 실행하였다. 분석결과, 치사율은 인구통계학적으로 고령자 비율이 낮을수록, 인구밀도가 높을수록 낮아지는 경향을 보였다. 또한, 정책적으로는 의료인력과 병상 수가 많을수록 치사율이 낮아졌다. 한편, 인구의 이동성은 사회적인 통제에 의해서도 감소하지만, 신규 확진자가 증가해도 감소하였다. 이것은 팬데믹 확산이 심리적인 부담으로 작용하여 자발적으로 이동을 억제한 것으로 해석할 수 있다. 또한, 생활필수적인 경로에서의 이동보다는 선택적인 활동에서 발생하는 이동을 더 민감하게 조정하는 것으로 분석되는바, 팬데믹 확산을 막기 위해 인구 이동성을 억제하려 한다면 생활필수적인 활동에 대한 언택트를 강화하는 것이 효과적인 수단이 될 수 있다. 이러한 결과는 향후 COVID-19과 유사한 팬데믹에 대응하는 정책입안자들에게도 정책설계에 있어 시사점을 준다.
