한국 국회에서의 정당 양극화: 제16-18대 국회 본회의 기명투표에 대한 경험적 분석 = Party Polarization in the South Korean National Assembly: An Analysis of Roll-Call Votes in the 16-18th National Assembly

The purpose of this article is to explore the trend of party polarization and analyze its political consequences in South Korea. Party polarization refers to the diminishing of the center and surge of extreme political positions among political parties. In order to explore the trend of party polarization, we analyze the roll-call votes data in the 16-18th South Korean National Assembly by exploiting the NOMINATE method. The main findings from empirical analysis can be summarized as follows. First, the level of party polarization in the Korean National Assembly increased substantially during the last decade or so. Second, we find that the emergence of the Uri Party in 2003 is the watershed of party polarization in South Korea. Finally, party polarization in South Korea is ‘asymmetrical’ where the emergence of liberal parties (Uri Party and Democratic Labor Party) significantly expanded the ideological dimension to the liberal-side while the Grand National Party’s move towards the conservative-side is subtle. In the final section, we also discuss the political consequences of party polarization. We argue that despite some of the positive effects of party polarization, party polarization has more negative effects in the South Korean context. We argue that hostile confrontation between ruling party and opposition party, frequent political gridlock, low political productivity, and the increasing political distrust are the consequences of party polarization. We suggest that institutional reforms and the revitalization of consensus politics are crucial to alleviate the negative effects of party polarization.

국문 초록 (Abstract)

한국사회에서 ‘정치의 실패’가 반복되는 중요한 요인으로 지적되는 현상이 정당의 이념양극화이다. 정당의 이념양극화는 중도의 비율은 줄어들고 극단적인 이념성향을 가진 세력의 비율과 영향력이 늘어나면서 정당간의 이념적 거리가 증가하고, 그 결과 정당간의 적대적 대립이 증가하고 정치적 교착이 일상화되는 현상을 의미한다. 본 논문의 목적은 한국 국회에서의 정당 양극화의 추세를 경험적으로 분석하고 그 정치적 결과를 논의하는 것이다. 이 논문은 국회의원과 국민에 대한 여론조사를 통해 정당 양극화를 분석한 다수의 기존 연구들과는 다르게 국회의원들의 기명투표 자료를 활용하는 NOMINATE 분석방법을 적용하여 제 16대부터 18대 국회에서의 정당 양극화의 추세와 특징을 분석하였다. 경험적 분석의 주요 결과는 다음과 같다. 첫째, 국회에서의 의원들의 기명투표 자료를 통해 한국 국회의 정당 양극화의 수준이 지난 십여 년간 뚜렷하게 증가한 추세가 확인되었다. 둘째, 한국 국회의 정당 양극화는 17대 국회에서부터 급격하게 증가한 것으로 나타났는데 중요한 분기점은 2003년 열린우리당의 창당인 것으로 확인되었다. 셋째, 한국의 정당 양극화는 진보계열의 정당인 열린우리당과 민주노동당에 의해 추동된 비대칭적 양극화(asymmetric polarization)였다. 지난 십여 년간 보수정당인 한나라당의 이념적 위치는 대동소이했던 반면 2003년과 2004년에 원내로 진입한 진보계열의 열린우리당과 민주노동당이 한국 국회의 이념적 스펙트럼을 진보 쪽으로 급격하게 확대시켰다는 점이 확인되었다.
더불어 본 논문은 경험적 분석에서 확인된 정당의 이념양극화의 심화 추세가 정치과정에 미치는 영향을 논의하였다. 본 논문은 정당의 이념양극화는 긍정적 효과와 부정적 효과를 동시에 가지지만 한국의 정치현실에서는 정당의 이념양극화가 정당정치는 물론, 국회운영과 국정운영 전반에 미치는 부정적인 효과가 더 두드러지고 심각하다고 주장한다. 정당의 양극화로 인한 부정적 효과로는 적대적인 여야관계, 빈번한 입법 교착, 정치의 생산성 저하, 정치적 불신의 증가 등을 지적한다. 따라서 정당양극화로 인한 정치의 실패를 극복하기 위해 정치권이 정치제도 개혁과 소통과 타협의 정치를 복원시키는데 적극적으로 나설 것을 제안한다.
