정부 지침서와 시ㆍ도교육청 담당자들을 통해 본 평화ㆍ통일교육의 방향과 과제 탐색 = Exploring the Direction and Tasks of Peace and Unification Education through Government Guidelines and Officials in the City and Provincial Office of Education

국문 초록 (Abstract)

현재 학교 통일교육은 평화ㆍ통일교육으로 실천되고 있다. 그러나 평화ㆍ통일교육의 주관 부처인 통일부와 교육부의 실행 계획 속에 시ㆍ도교육청의 담당자들은 많은 어려움을 겪고 있다. 따라서 통일부와 교육부의 관련 문서들을 검토하고 주요 실행 단위인 시ㆍ도교육청 담당자들과 포커스 그룹 인터뷰(FGI)를 진행하여 향후 평화ㆍ통일교육의 방향과 과제를 탐색해 보았다. 연구결과, 평화교육에 대한 명료한 개념의 부재로 인해 담당자들의 이해와 지역적 맥락화에 따라 평화ㆍ통일교육은 다양한 방향으로 펼쳐지고 있었다. 그럼에도 불구하고 또한 하향식 정책 기획으로 지역 차원의 평화ㆍ통일교육이 실천되는 데 있어 어려움을 겪고 있었다. 향후 평화ㆍ통일교육은 학교 내 ‘평화의 문화’ 조성이라는 가치 아래 ‘일상에서의 평화’, ‘다른 영역과의 연결성’을 통해 외연을 확장시키고 지역 교육과정으로서의 특색이 드러나는 교육으로의 방향 전환이 이루어져야 한다.

다국어 초록 (Multilingual Abstract)

Currently, unification education in schools is practiced as 'peace and unification education.' However, the officials of the city and provincial offices of education are experiencing many difficulties in the implementation plans of the Ministry of Unification and the Ministry of Education, offices in charge of peace and unification education. Therefore, related documents from the Ministry of Unification and the Ministry of Education were reviewed and FGI was conducted with officials from the city and provincial offices of education, which are major implementation units, to explore future directions and tasks for peace and unification education. As a result of the study, peace and unification education were being conducted in various directions depending on the understanding of the people in charge and regional contextualization due to the lack of a clear concept of peace education. Nevertheless, it was also difficult to implement peace and unification education at the local level due to top-down policy planning. In the future, peace and unification education should be expanded through "peace in everyday life" and "connectivity to other educations" under the value of creating a "culture of peace" in schools and a shift toward education that reveals characteristics as a local curriculum.
