강원도 폐광지역의 사회경제적 기반 조성을 위한 새로운 방향 모색 = 먹거리 협동조합의 활성화를 중심으로

국문 초록 (Abstract)

이 연구의 목적은 강원도 폐광지역의 사회경제적 기반 조성을 위한 새로운 방향을 먹거리 부문의 협동조합 활성화에서 찾을 필요가 있음을 제안하고자 하는데 있다. 주요 연구 결과를 정리해 보면 다음과 같다. 첫째, 강원도 폐광지역의 사회경제적 기반 조성을 위해서는 사회적 경제라는 새 로운 패러다임에 입각한 접근이 요구된다. 이는 종래의 대형 하드웨어 위주의 사업 방식에 문제가 있다는 진단에 토대를 둔 것이기도 하다. 둘째, 강원도 폐광지역의 구조적 상황은 지역 활로 모색의 대안을 농업과 먹거리 부문에서 찾는 것이 현실적임을 시사해 준다. 다시 말해, 지역의 대안 모색 과정에서 고령화, 높은 농가 인구 비중 등과 같은 지역적 특성을 고려해야 한다는 것이다. 셋째, 강원도 폐광지역의 사회경제적 기반 조성을 위해서는 사회적 경제 조직 유형 중 협동조합에 주목할 필 요가 있다. 먼저 일반 협동조합을 적극 육성하고 그 성과가 사회적협동조합의 결성으로 확산될 수 있도록 하는 단계적 전략이 효율적일 수 있다. 넷째, 강원도 폐광지역의 협동조합 육성 전략으로는 먹거리 부문의 협동조합이 최적의 출발점이 될 수 있다. 상상초콜릿 협동조합과 완주로컬푸드협동조합은 이를 뒷받침해 주는 좋은 사례다. 다섯째, 먹거리 부문 중심의 협동조합 육성 전략이 기대 효과를 발휘하기 위해서는 강원도 내 자치단체와 하이원리조트의 역할이 중요하다. 이들 기관의 지 원을 받는 폐광지역밀착형 사회적 경제 중간지원조직의 체제 재편과 기능의 활성 화가 절실히 요구된다.

다국어 초록 (Multilingual Abstract)

This paper aims to suggest that we should focus on revitalization of cooperatives in the food sector, if we"d like to find out new directions for establishing the socio-economic foundation in abandoned mine areas in Gangwon-do. The major results in the study are as follows. Firstly, we need an approach based on new paradigm of "social economy" to a creation of the socio-economic foundation in abandoned mine areas in Gangwon-do. This is based on the diagnosis that there are serious problems in large-scale projects which have been proceeded in the areas till now. Secondly, the structural situations in abandoned mine areas in Gangwon-do suggests that we might find out realistic alternatives in agriculture and food sector for overcoming the crisis in the areas. In other words, this means that we should consider local characteristics such as aging, high proportion of farm population in the process of seeking the alternatives. Thirdly, we need to pay especial attention to cooperatives among social economic organizations for building the socio-economic foundation in abandoned mine areas in Gangwon-do. We need to effectively adopt astep-by-step strategy, which support general cooperatives in advance and activate social cooperatives on the basis of their experiences and outcomes. Fourthly, cooperatives in the food sector could be an optimal starting point for building cooperatives in abandoned mine areas in Gangwon-do. Sangsang chocolate cooperative and Wanju local food cooperative are good examples for supporting our argument. Fifthly, the roles of local governments in Gangwon province and High 1 resort are very important, if strategy for supporting cooperatives in the food sector works. That is, it is urgently needed that they play a positive role in rearranging and revitalizing intermediate support organizations in social economy sector which have been receiving aid financially or administratively by them.
