원자력 정책과정에서 옹호연합 신념과 위협경직성 전략에 관한 연구 = A Study on Advocacy Coalition Beliefs and Threat Rigidity Strategy in Nuclear Energy Policy Process

다국어 초록 (Multilingual Abstract)

This study aimed to identify advocacy coalitions and strategies within the nuclear subsystem in Korea after the Fukushima nuclear power plant accident. Advocacy coalitions were identified using content analysis and fuzzy clustering. The strategies of the advocacy coalition were identified through the minutes of the National Assembly meeting. As a result of the analysis, the Anti-Nuclear coalition (cluster 1), the Pro-Nuclear coalition (cluster 2), and the unassociated actors (2 people) were derived. In particular, it was confirmed that the Pro-Nuclear coalition used a threat rigidity strategy. They suggested that the impact of nuclear power plant accidents on Korea is small and that they are safe. In addition, responses were standardized through meetings centered on top decision makers. As a strategy of the Pro-Nuclear coalition, a minor policy change occurred, such as the establishment of nuclear regulatory laws and institutions. This study has a theoretical significance in that it empirically confirmed the advocacy coalitions and beliefs within the nuclear subsystem. In addition, it has a practical significance in that it has been confirmed that even if they belong to the same political party or organization, they can be classified into different advocacy coalitions depending on the character of the actor.

국문 초록 (Abstract)

본 연구는 후쿠시마 원전사고 이후 한국의 원자력 하위시스템 내 옹호연합과 전략을 확인하고자 하였다. 옹호연합은 내용분석과 퍼지클러스터링을 활용하여 확인하였다. 옹호연합의 전략은 국회회의록을 통해 파악하였다. 분석결과 원자력 반대연합(1군집), 원자력 찬성연합(2군집), 경계 행위자(2명)로 도출되었다. 특히 원자력 찬성연합이 위협경직성 전략을 사용하였음을 확인하였다. 해당 연합들은 원전사고가 우리나라에 미치는 영향이 적으며, 안전하다는 점을근거로 제시하였다. 또한, 상위 의사결정자를 중심으로 한 회의를 통해, 대응을 표준화하였다.
원자력 찬성연합의 전략으로, 원자력 규제 법률과 기관의 신설이라는 정책변동이 일어났다. 본연구는 원자력 하위시스템 내부의 옹호연합과 신념을 실증적으로 확인하였다는 점에서 이론적인 의의를 지닌다. 또한, 동일한 정당이나 기관에 속하더라도 행위자의 성격에 따라 다른 연합으로 분류될 수 있음을 확인하였다는 점에서 정책적 의의를 지닌다.
