한국 콘텐츠산업의 수도권 대 비수도권 격차문제와 정책적 대응방향 = Metropolitan Area vs. Non-capital Region’s Gap Problems in Contents Industry in Korea and Political Response Proposals

국문 초록 (Abstract)

한국 콘텐츠산업은 급속한 성장 과정에서 ‘수도권 과밀화’라는 중차대한 문제를 발생시켰다. 그런데 주목할 것은, 지금까지 콘텐츠학계는 국내 콘텐츠산업에 수도권과 비수도권의 양극화가 일어나고 있다는 사실 그 자체만 인식할 뿐, 양극화가 어느 정도 수준인지를 구체적으로 파악한 적이 없다. 이 연구는 최근 10년간 통계 데이터를 활용하여 콘텐츠산업에 나타나는 수도권 과밀화의 구체적 양상을 다각도로 분석하고, 정책 차원의 대응 방향을 설정하는 것이 핵심이다. 결론 도출을 위해 크게 3단계 분석을 수행했다. 첫째, 콘텐츠산업의 수도권과 비수도권 비중 및 격차 수준을 거시적 차원에서 파악했다. 둘째, 수도권과 비수도권의 콘텐츠산업 규모 및 증감률 추이를 각각 세부적으로 파악하여 유의미한 시사점을 도출했다. 셋째, 앞에서 파악한 분석결과를 토대로 콘텐츠산업 지역기반형 공공인프라가 기반이 되는 실효성 있는 정책 방향을 제시했다.

In the process of rapid growth, Korean contents industry has caused a major problem of 'overcrowding in the metropolitan area'. However, it should be noted that until now, the contents academia has only recognized the fact that the polarization between the metropolitan area and the Non-capital Region is taking place in the domestic contents industry, and has never specifically grasp the level of polarization. The key to this study is to analyze the specific aspects of overcrowding in the metropolitan area that happen in the contents industry from various angles by using statistical data over the past 10 years and to establish a policy-level response direction. To draw conclusions, a three-step analysis was largely performed. First, the proportion and gap level of the contents industry in the metropolitan and non-metropolitan regions were identified at the macroscopic level. Second, meaningful implications were drawn by grasping scale and the rate of change in contents industry in the metropolitan and non-metropolitan regions in detail. Third, based on the analysis results identified above, an effective political response proposals based on the regional-based public infrastructure of the contents industry was suggested.
