첨단정보산업단지 육성을 위한 정부의 정책방향

국문 초록 (Abstract)

지식기반산업으로서의 첨단정보산업의 공간적 집적은 거래비용의 감소라는 측면보다는 혁신과 지식의 창출 측면이 강조되고 있다. 첨단정보산업단지의 조성과 발전을 위해서 정부는 법ㆍ제도의 정비뿐 아니라, 지식기반산업 육성의 견인 및 촉매자 역할을 수행하여야 한다. 우리나라의 경우 국토의 균형발전과 산업육성을 목적으로 건설교통부가 산업단지의 공급정책을 담당하고 있으며, 산업자원부가 수요정책을 담당하는 이원화된 체계로 구성되어 있으며, 지방자치단체는 중앙부처의 하위기관으로서 산업단지 개발에 있어 그 역할이 매우 국한적이다. 항후 첨단정보산업단지를 육성하기 위해서는 첫째, 지식기반산업의 육성과 지역혁신체계의 구축 등 지역의 산업정책과 병행된 입지정책이 수립되어야 한다. 둘째, 단지의 공급과 수요가 조화를 이루는 통합된 산업단지정책으로 변모하여야 한다. 셋째, 획일화된 단지정책에서 탈피하여 지역의 특성에 맞게 연구개발기능과 벤처기업 중심의 생산기능이 조화를 이루는 복합단지개발이 단계적으로 이루어져야 한다.

다국어 초록 (Multilingual Abstract)

Innovation process rarely encompasses the national scene but would appear to be congruent with meso-level, regional or sectoral realities that are the genuine source of synergies and social learning. Regional innovation system deserves special emphasis on the technology innovation and knowledge spillover. In Korea, the policy of industrial park have been developed dichotomously by the ministry of commerce, industry and energy and the ministry of construction and transportation. Government plays an important role to facilitate knowledge-based economic and social growth not only as a policy maker or strategic initiator but as a coordinator. Spatial industry cluster should be accompanied by the regional industry policy and followed by regional innovation system. The policy succeeded in creating a commercially viable innovation in the sense that a technology was created for which private ventures would voluntarily create the facilitating structure needed to put it into production.
