국외소재문화재재단의 운영 및 거버넌스 체계 구축에 관한 연구 = A Study on the Management and the Governance of Overseas Cultural Foundation

Korean cultural property, located in a foreign country, 2012, is official confirmed only 14 million points. In order to redeem illegally exported cultural property, 'Overseas Cultural Foundation' was established in July 2012. This research aims to study foundation's future relates to the specific operating measures and proposes future cooperative system. To achieve this mission the Agency's organization and the Northeast Asian history Foundation and industry regarding the review. 국문 초록 (Abstract)

이 연구는 국외소재문화재재단이 공식적으로 출범함에 따라 재단의 운영과 협력체계에 관한 향후의 구체적인 방안을 제시하고자 하였다. 이를 위해서 동북아역사재단과 유관기관의 조직 및
업무에 관한 검토를 하였다. 그 결과 재단의 주요 업무로 ‘운영관리’, ‘정책기획’, ‘조사연구’, ‘환수 및 활용’, ‘홍보교육’을 제시하였다. 또한 문화재청 기존 조직들과의 역할 분담 및 협력체계를 마련하였다. 중장기적으로 다양한 문화재 관련 행위자간의 체계적인 네트워크 거버넌스 구축을 위한 국외소재문화재재단의 역할로는 문화재 관련 정보의 제공, 교환 및 매개 역할 (네트워크 커넥터 역할: DB 구축, PR), 행위자간 중재자 역할(네트워크 관리, PR), 실제 문화재 환수 관련 업무 집행기능(문화재 반출입 관리), 문화재 관련 제도정비(관련법 정리) 등을 제시하였다.
