This paper is about outcome measuring method. This argument has significance because results from outcome evaluation can have big differences depending on measuring methods. Based on this awareness of the problem, alternative outcome measuring methods were compared and analyzed, using positive cases of 6 input variables and output factors data including size of jurisdiction area, jurisdiction population, number of police officers, budget, number of communication and investigation equipments as well as 4 output variables including number of occurrence and arrest of the 5 crimes, number of traffic accidents, and safety accidents to increase efficiency. This paper measured relative efficiency of police headquarters by using DEA (Data Envelopment Analysis) on 56 police stations from all over the country for 4 years from 2004 to 2007 in output perspective. DEA model is to evaluate efficiency of DMU (Decision Making Unit) that uses number of input factors to produce number of outputs. Also, efficiency of each police station was analyzed, and concentrated analysis was conducted for the offices with relatively low efficiency based on SE(Scale Efficiency) according to 4 years of efficiency analysis. Efficiency of scale was measured based on CCR model that assumes CRS(Constant Returns to Scale) and BCC model that does not assume CRS.
