A consociational democracy in the Second Republic of Austria has been changing. The consociational democracy, based on power sharing in the grand coalition government, was originally designed to resolve extreme confrontations between Langers that tended to be mutually hostile and strongly solidaritic. However, it is undergoing fundamental changes as Austria is entering into a post-industrial society. The existing bloc-mindedness has been weakened and the electoral volatility has increased. These phenomena have led to the growth of influence of extreme right party (FPO) and Green Party on the basis of new political cleavages, and eventually to changes of party system itself. These new patterns of coalition formation since the mid-1980s stem from the changes of party systems and voting behaviors. Thus, in spite of its seemingly continuing characteristics, the Austrian concociational democracy has been evolving into a majoritarian formation of coalition.
