세계화와 글로벌 시티즌십의 구축 = Globalization and the Directions of Global Citizenship

국문 초록 (Abstract)

시티즌십은 정치공동체와 시민과의 관계를 전제로 한다. 하지만 최근 심화되고 있는 세계화·다문화 현상은 법적 지위와 권리에 기초한 정치공동체와 시민과의 관계에 충격을 가하고 있다. 이와 같은 변화는 시티즌십의 위상에 어떠한 영향을 미치고 있는가? 세계시민을 전제로 하는 시티즌십 논의는 설득력이 있는가? 지구적 차원에서 요구되는 시티즌십의 내용은 무엇인가? 이 글의 일차적 목적은 위와 같은 질문에 답하는 데 있다. 이를 위해 여기서는 국민국가를 넘어 전 지구적 차원에서 시티즌십 관념이 확장될 수 있는 가능성에 주목하고자 한다. 이를 기반으로 시민의 바람직한 행동 내지 책임감이나 덕성의 관점에서 글로벌 시티즌십의 가능성을 평가하고 그 내용을 제시한다. 그리고 이와 같은 글로벌 시티즌십 논의의 현실적 토대를 하버마스의 헌법애국주의에서 도출할 것이다. 이는 개별 국민국가의 특수성과 지구적 차원의 보편성을 조화시키는 세계질서 구상으로 글로벌 시티즌십의 내용과 시민교육의 방향을 모색하는 출발점이 될 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

In general, the conception of citizenship was developed by reflection on the relationship between state and its citizen. Recently, however, the fact that no state can any longer ignore its mutual relations with other states forces us to reconsider what citizenship means. The purpose of this paper is to diagnose the possibility of global citizenship in the age of globalization. The conception of newly emerged global citizenship should overcome the limits of modern citizenship as legal status based on full membership in a particular political community. Instead, the idea of global citizenship should focus on the citizenship as desirable activity to provide a common ground to solve many difficulties we are facing. In this regard, this paper examines the theoretical possibilities of Habermas`s understanding of cosmopolitanism and his ‘constitutional patriotism’ as a framework for the construction of global citizenship.
