입법과정 분석을 통한 우리나라 노인복지정책 변화 연구 : 제17대, 18대 국회를 중심으로

국문 초록 (Abstract)

우리나라의 고령인구 증가속도는 세계적으로도 그 유례를 찾아보기 힘들 정도로 급속하게 진행되고 있다. 이런 점에서 노인복지정책 관련 법률 정비는 시급한 국가적 과제라고 할 수 있으며, 입법부의 노인복지관련 법률 정비는 노인복지정책의 핵심이다. 노인복지정책의 변화는 노인복지법과 같은 입법활동의 변화를 통해 잘 나타난다. 이런 점에서 본 연구는 우리나라 노인복지정책 결정과정에서의 국회역할을 제17대와 제18대국회의 보건복지위원회를 중심으로 우리나라 노인복지정책의 현실을 분석하고, 미래 방향을 찾고자한다. 특히, 노인복지법은 1981년 6월 5일 확정, 공포되어 제정되었는데, 1984년 제1차 개정 이후 20여 차례나 개정되었다. 이 과정에서 노인복지법은 2000년대 들어와 주택 관련 규정정비, 노인 학대방지관련 규정 개정 및 기초노령연금제도 규정의 개정을 통해 노인들이 실제로 피부에 느낄 수 있도록 선진화되고 현실화되어 왔다. 이런 점을 감안하여 본 연구는 제17대, 제18대 국회의 노인복지정책 관련 활동을 입법과정인 법안 처리를 중심으로 분석한다. 분석 결과, 17·18대국회 본회의에서 최종적으로 가결된 보건복지위 소관 법안은 총 218건인 것으로 나타났다. 총 통과법안 218건중 노인복지정책과 관련 법안은 19건이었으며, 이는 이 시기에 통과된 보건복지위소관법안의8.7%에 불과하다. 이는 노인복지정책 관련 법안에 대한 제정이나 정비가 좀 더 필요하며, 노인복지정책에 대한 사회적 관심이 여전히 미흡하다는 점을 말해준다.

다국어 초록 (Multilingual Abstract)

Korea is becoming one the most fast moving country in terms of aging society in the world. Accordingly the government of Korea should be well prepared for this new policy environment for the elderly through legitimizing these national agendas. Since the policy changes takes place in legislation process in the legislative body, the Korean parliament should take appropriate policy actions toward this rapidly changing elderly-friendly policy environment. In this respect, this study explores the elderly welfare policy making process through 17th and 18th legislative sessions in Korea, particularly examining the Health & Welfare Committee legislation processes so as to seek the desirable future policy objectives. Specifically the Elderly Welfare Law has been revised 20 times so far in the parliament since its inception in 1981 as a token of policy changes in Korean elderly policy. As a result of these frequent revisions of the Elderly Welfare Law, the law per se has become more advanced and materialized for the elderly to make more secured livings. In this regards, it is important for us to conduct a research covering elderly welfare policy making processes through legislation process focused on the recent parliamentary sessions of 17th and 18th,, and this study is one of those efforts. The study result shows that only 8.7% of total bill in the committee was found to be in the elderly policy related issues, showing 19 bills out of 218 bills, and that the more concerns and efforts to enact and revise the elderly welfare-related laws so as to enhance the standard of living for the elderly should be driven in the Korean parliament and society as a whole.
