한국의 생산체제와 복지체제의 선택적 친화성

국문 초록 (Abstract)

생산체제와 복지체제간의 제도적 상호보완성을 이해하기 위해서는 정부의 정책결정과정에서 이루어지는 경제정책과 사회정책간의 정책연계(policy linkages)에 대하여 살펴보아야 한다. 왜냐하면, 정치체제는 경제정책과 사회정책을 통하여 생산체제와 복지체제를 형성하고 이 둘 사이를 매개하는 역할을 수행하기 때문이다. 이러한 문제의식을 지니고 이 논문은 한국 복지국가의 발달과정에서 발견되는 생산체제와 복지체제의 제도적 상호보완성을 정책결정과정에서 발견되는 정책연계에 초점을 두어 살펴보았다.
한국의 복지국가는 제도적 형성기에서부터 노동비용에 기초한 비교우위를 유지하려는 생산체제의 요구를 수용하여 발전하였다. 그 결과, 낮은 수준의 기여금과 낮은 수준의 급여를 특징으로 하는 사회보험을 중심으로 소득유지체계를 꾸리게 되었으며, 공공부조와 사회복지서비스 부문에서 국가는 매우 제한된 역할만을 수행해 왔다. 그런데 최근 생산체제 내 생산전략이 변화하며 기업들은 사회정책 결정과정에서 근로자 해고를 포함한 고용관계의 유연화와 이를 뒷받침할 수 있는 사회안전망의 구축에 대하여 관심을 갖게 되었다. 이와 같이 기업 요구가 변화하는 상황에서 한국의 복지체제는 새로운 전환기를 맞이하고 있다.

다국어 초록 (Multilingual Abstract)

This paper argues that in order to explore the institutional complementarities between production regime and welfare regime, it is necessary to examine the policy linkages between economic and social policies which occur in the policy making process. Because the political system does not only form both production regime and welfare regime through economic and social policies; it also adjusts them to a new situation. Based on this perspective, this paper examines the institutional complementarities between production regime and welfare regime by dealing with the policy linkage between economic and social policies, with special reference to the impact of economic policy on social policy.
Our findings illuminate that the policy linkages between economic and social policies in Korra were driven by the needs of performance competitiveness. That is, since the early 1960s the Korean government in fact chose the strategy of minimizing labour costs to propel economic development with little regard for structural competitiveness. This in turn required social policy to be subordinated to economic policy. As a result, Korea has established the social security system in which the state played the residual role in providing public assistance as well as social services. Rather, the social insurance systems with relatively lower contributions paid only by employers and employees and lower benefits constitute the income maintenance system in Korea. Yet with the change of production strategy in the production regime, the enterprises are paying more regards to the establishment of social safety nets for alleviating the social risks brought about by labour market flexibility, which is in turn leading to the development of welfare regime in Korea.
