정치적 호감과 정책 선호의 연계: 소득, 일자리, 복지 정책에 대한 태도를 중심으로 = The nexus between partisan preference and policy preference: Analysis of popular attitudes towards wage, labor market, and welfare policies

Taking advantage of the most recent Korean General Social Survey data (2018), this paper examines popular attitudes toward various income, employment, and welfare policies and how they are affected by partisan preferences. It particularly focuses on how partisan preferences are associated with attitudes towards relatively newer policy experiments implemented under Moon Jae-in’s presidency, such as increasing minimum wages and expanding the size of regular jobs in the public sector. Results show that preferences for conservative or liberal parties often do not correspond to preferences for conservative or liberal policies. It is also found that preference for the ruling party or president is strongly associated with most policy preferences. Collectively, the results suggest that the operation of policy-based party politics in South Korea is based on problematic conditions, which can hamper the development of democracy.

국문 초록 (Abstract)

이 논문에서는 한국종합사회조사 2018년도 자료를 활용, 최근 한국사회에서 논의되고 있는 소득, 일자리, 복지 정책들에 대한 사람들의 태도에 정치적 호감도가 미치는 영향을 분석하였다. 특히 문재인 정부에서 시도되면서 논쟁을 일으켰던 최저시급 인상이나 비정규직의 정규직 전환 등의 정책들에 대한 의견과 정당 및 대통령에 대한 호감도 간의 관계를 밝히고자 하였다. 분석 결과 진보정당 호감도가 높은 이들의 진보적 정책 선호가 유의하게 나타나지 않거나, 보수정당 호감도가 높은 사람들의 진보적 정책 선호가 높은 등 정책적 선호와 정당 호감도 간 부조화가 발견되었다. 또한 집권여당이나 대통령에 대한 호감도가 정책선호와 가장 유의한 관계를 가진 것으로 나타났다. 이 연구결과는 한국의 정책 기반 정당정치의 작동에 문제가 있음을 시사한다.
