강원도 주요 항만의 경쟁력 결정요인에 관한 연구

국문 초록 (Abstract)

본 연구는 강원도의 항만처럼 중소형 항만에 적합한 항만경쟁력요인을 분석하고, 경쟁력요인 상의 문제점 도출을 통해 동해·묵호항의 항만경쟁력을 제고하기 위한 강화전략을 제시하는데 목적을 두었다. 목적을 달성하기 위해 본 연구에서는 포터의 국가경쟁력 분석기법인 다이아몬드 모델을 응용하여 강원도 항만경쟁력 결정요인 분석을 위한 연구모형을 구축하였다. 항만경쟁력 결정요인의 분석을 위해 AHP분석기법을 활용하여 항만과 관련한 전문가 집단을 대상으로 설문지를 배포하여 데이터를 수집하고 요인별 우선순위를 도출하였다.
상위요인 중요도 분석 결과, 물동량 및 항로 → 항만인프라 → 배후산업 → 항만운영전략 및 정책 순으로 나타났으며, 상위요인에 따른 12개의 하위요인의 복합가중치를 분석한 결과, 항만물동량 → 항만시설 → 항만입지 → 신규화물창출가능성 → 시설능력 → 배후지여건 → 국제항만 접근성 → 내륙연계성 → 항만서비스 → 항만운영관리 → 정책 및 제도 → 항만운영전략 순으로 우선순위를 파악하였다.
또한 동해·묵호항과 속초항 간의 요인별 경쟁력 분석과 동해·묵호항이 갖춰야 할 항만경쟁력 우선순위를 분석하여 항만경쟁력 요인 상에서 동해·묵호항의 문제점을 제시하고 그에 대한 강화전략을 제시하였다.
강원도 주요 항만의 경쟁력 결정요인 분석은 최근 북방경제, 환동해권, 남북경협 등에 강원도의 중추적인 역할이 기대되는 가운데, 동해·묵호항의 항만경쟁력 결정요인을 분석하는 시기적절한 연구이며, 동해·묵호항의 항만경쟁력 요인 상의 문제점 도출과 그에 따른 강화전략을 제시하는 성과를 거두었다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze port competitiveness factor suitable for small and medium sized ports like those in Gangwon-don Province and find relevant problems to come up with strategy to strengthen and improve competitiveness of Donghae-Mukho Port. To accomplish a goal of research, Porter's Diamond Model that is designed to analyze national competitive advantage was applied to establish research model to analyze determinants of port competitiveness in Gangwon-do Province. Using AHP, the survey was carried out targeting specialists related to the port to collect data and discover order of priority by factor for analysis of determinants of port competitiveness.
Importance analysis on top determinants were as follows: Cargo Volume & Sea Routes → Port Infrastructure → Underlying Industry → Port Operation Strategy & Policy. Analysis on complex weight of 12 sub-determinant considering top determinants indicated that priorities were as follows: Cargo Volume in Port → Port Facility → Port Location → Potential to create new cargo → Facility Capability → Hinterland Conditions → International Harbor Access → Inland Connectivity → Port Service → Port Operation & Management → Policy & Institutions → Port Operation Strategy.
Moreover, this study analyzed competitiveness by factor between Donghae-Mukho Port and Sokcho Port and analyze priority in port competitiveness that Donghae Mukho Port should improve on in order to raise some questions about Donghae-Mukho Port in terms of port competitiveness and come up with strategy to strengthen it.
Since the Gangwon-do Province has been required to play a pivotal role these days for norther economy, Korean east sea rim, and inter-Korean economic cooperation, this study on the competitiveness determinants of major ports in Gangwon-do is well timed to explore determinants of port competitiveness in Donghae-Mukho Port and successfully discovers problems that lie in port competitiveness of Donghae Mukho Port and suggests the strategy accordingly.
