녹색성장과 스포츠이벤트 및 스포츠관광에 대한 법제도적 고찰 - “투르 드 코리아” 대회를 중심으로 - = Legislative Consideration on the Issues of Green Growth, Sports Events, and Sports Tourism

Recently the Government proposed "Green Growth" as its major economic policy goal in order to overcome the economic crisis and ensure the future sustainable economic growth. As such, there seems to be no adjective more frequently used than this 'green' containing the meaning of 'greening" in wide social or business settings. In fact, on July 2009, the State Council approved the National Strategy and Five-Year Plan for Green Growth, through which Korea will have been the world's 7th leading green power country by 2020, and the 5th by 2050. In doing so, the Government placed the Green Growth vision at the core of the national growth paradigm. These new set of initiatives that can be called a Green New Deal policy are expected to work towards strengthening potential growth driving force as well as bringing about more job creation as both short and long term visible effects.
In the same vein, the sports sector is seeking various strategies at a social and cultural level to boost eco-friendly leisure activities including events in relation to green growth and sports tourism linked to green tourism. A part of such strategies is to build capacity in sports sector by creating environment-friendly waterside space in accordance with the Four Major Rivers Restoration Project. This specific initiative needs further and wider support because promoting environment-friendly leisure and sports activities is clearly consistent with the Government's efforts to nurture and expand the role of sports as a vehicle for low-carbon and environment-friendly growth initiatives (in the cultural sector). Against this background, this paper first reviews the basic concepts surrounding green growth strategy, sports event, and sports tourism, and then proposes a sports events promotion scheme focusing on the creation of environment-friendly waterside space in accordance with the Four Major Rivers Restoration Project. This paper also deals with issues regarding legislative support for green sports.

국문 초록 (Abstract)

최근 정부는 현재의 경제위기상황의 극복과 미래의 지속가능한 발전을 담보하기 위해 녹색성장전략을 대안으로 제시하였다. 이에 최근 우리사회에서는 가장 많이 사용되고, 화두가 되고 있는 용어는 바로 녹색(Green)일 것이다. 2009년 7월 14일 국무회의에서 녹색성장 국가 전략 및 녹색성장 5개년 계획안을 의결하여 녹색성장의 국가전략비전으로 2020년까지 세계 7대, 2050년까지 세계 5대 녹색강국 진입을 목표로 현 정부는 녹색성장 비전을 국가 발전의 핵심 패러다임으로 선정하고 있다. 또한, 녹색 뉴딜사업의 추진방안은 잠재적 성장동력 뿐만 아니라 일자리 창출 등 구체적 성과를 얻을 수 있는 정책으로 발전시킬 수 있는데 의의가 있다. 스포츠분야에서도 다양한 방안을 모색하여 녹색성장과 관련된 이벤트와 녹색관광과 연계한 스포츠관광 등 친환경적 여가활동 및 녹색성장을 실현하고자 다양한 문화전략을 펼치고 있다. 또한 4대강 정비사업을 통한 수변공간의 활용을 통하여 친환경적 여가활동 공간의 제공으로 여가스포츠의 활성화 친환경 체육활동의 활성화는 저탄소 친환경 문화보급에 체육부분이 적극적인 기여를 할 수 있다. 아래 논문에서는 녹색성장전략과 스포츠이벤트와 스포츠관광의 개념을 살펴보고, 4대강 정비사업을 통한 수변공간을 이용한 스포츠이벤트의 활성화 방안을 살펴보고 녹색스포츠와 관련된 법제도적 고찰 및 개선방안을 제시하고자 한다.
