The general purpose of this study was to suggest a leisure and recreation policy in the Republic of Korea by adopting a comparative approach. This research has focused on comparison and analysis of several elements influencing the leisure and recreation policies of the United States, France, Japan anti the Republic of Korea. This research was mostly done by literature review of the past studies, statistical data and historical facts. In addition the theories and framework concerning leisure and recreation policy were utilized. Leisure and recreation policies of each nation are led by several factors called policy causes. They indicate mainly psychological, environmental, educational, and sociological factors, In comparison with the leisure and recreation policies of each nation, the Republic of Korea showed a leisure philosophy of recess-oriented style while the other nations showed activating and enjoyable leisure philosophy. Leisure life of the Republic of Korea was dominated by school sport activities and home, working while the other nations showed the orientation of outdoor activities and a variety of sport activities. In the aspects of leisure and recreation policy, the main focus of the Republic of Korea was on the utilization of leisure information and changing consciousness of leisure of the nation while the other nations were enlarging the leisure opportunities and developing potentiality to enjoy leisure time. In conjunction with the types of leisure and recreation policy of each nation, The United States showed to be a park and tourism-oriented nation, France was vacation-oriented, Japan was tourism and sport-oriented while the policy of the Republic of Korea was sport-oriented. In developing a dependable financial resource, the author recommends that a leisure tax be levied at once, In accordance with the taxation, an open-policy of public recreation facilities including school and company-owned open areas is needed. As the standard of living of the nation increases, the formula of the leisure demand and supply at present is becoming an inappropriate structure in the Republic of Korea. Thus a primary objective of leisure and recreation policy should be based on re-developing basic human conditions of the people, including housing, social security system, and two-day off system every week.
