1970년대 한국 중화학공업화 정책의 형성과정 연구 = A Study on the Formulation Process of Heavy and Chemical Industrialization Policies of South Korea in the 1970s

다국어 초록 (Multilingual Abstract)

In the 1970s, South Korea advanced its industrial structure by implementing policies for heavy and chemical industrialization which were optimized for then-newly-built industrial complexes. This study examines how South Korean bureaucrats at that times were able to create such unprecedented policies for heavy and chemical industrialization. The analysis results are as follows: In the 1960s, the Economic Planning Board and the Ministry of Commerce and Industry developed together, resulting in redundancy between these organizations. The Economic Planning Board and the Ministry of Commerce and Industry officials competed with each other over plans to attract investment in heavy and chemical industries, and in the process, concrete policies to atract private investments by developing industrial complexes were created. In conclusion, South Korea's policies for heavy and chemical industrialization in 1970s were created through redundancy between concerned governmental organizations, long-standing competitions among concerned bureaucrats, and gradual formations of policy alternatives. And it can be evaluated that the policies was formed by the interactions which A. Wildavsky pointed. This study has theoretical significance because it focuses on the policy formations by bureaucrats, and has policy implication because it presents one of the conditions for creating successful policies by bureaucrats.
