세월호 피해지역 마을공동체의 자립적 성장 전략에 관한 연구

국문 초록 (Abstract)

이 연구는 세월호 피해자 유가족들의 삶의 복구 방안을 제안하기 위해 진행되었다. 연구진은 2014년 5월부터 현재까지 416 기억저장소 활동을 통해 유가족들과 긴밀한 관계를 유지해왔다. 1년 반 이상 현장에서 관찰한 결과 연구진은 세월호 참사의 복구 현장에서 심각한 부정교합 현상이 일어나고 있음을 발견하였다. 국가의 정책 의도는 유가족들에게 제대로 전달되지 않았고 심지어는 공분의 대상이 되기조차 하였다. 연구진은 이 부정교합의 문제를 해결하기 위해 마을공동체 운동을 공공기관의 재난 복구와 결합시키는 전략을 설정하였다.
최근의 재난 이론은 ‘부식된 공동체(corrosive community)’ 현상이 동반되는 인적 재난의 경우에는 행정 행위의 종합적이고 효과적인 전달뿐만 아니라 주민참여형 재난 복구 전략과 굿 거버넌스의 실현에 중점을 두어야 함을 강조하고 있다. 공동체 이론에서는 공동체적 자아의 형성과 동일성의 가치를 지향하는 운동의 방향을 견지하면서, 동시에 지속가능성을 보장하기 위한 에셋 매니지먼트(asset management)를 적극적으로 도입해야 한다고 말하고 있다.
연구진은 마을공동체 프로그램을 설계하기 위해 유가족 3인, 지역 주민 2인, 안산지역 사회단체와 전문가 4인, 지역 정치인 1인을 질적 인터뷰하였다. 질적 인터뷰의 결과와 연구진의 경험적 인식을 종합하여 일상의 붕괴, 심신의 고통, 생계의 위협, 관계의 뒤틀림, 이웃과의 갈등, 형제자매들의 현실, 진상규명의 몸부림 등의 영역에 관한 유가족들의 현안을 내러티브 글쓰기의 방법으로 밝혀냈다. 이들 현안은 개인 삶과 관계, 가족과 경제, 사회적 삶의 3영역과 관련되는 7개의 문제사항으로 정리되었고, 현안을 해결하는 데 필요하다고 판단되는 20개의 마을공동체 사업 프로그램을 설계할 수 있었다.
연구진은 프로그램 논리 모형을 사용하여 이 20개의 프로그램이 유가족의 삶의 복구라는 목표로 어떻게 수렴되어 가는지를 밝혔다. 프로그램간의 선후행 관계, 프로그램의 수행 주체, 프로그램의 진행 장소 등을 고려하여 프로그램군을 설정하였고 각 군의 산출과 목표의 인과관계를 논리적으로 연결하였다. 연구진의 설계한 프로그램들은 유가족들의 주도와 에셋 매니지먼트에 의한 자원 투입에 의해 마을공동체 운동의 3대 목표인 과제해결 지향성, 동일성, 탄력성을 달성해갈 것임을 확인하였다. 이러한 프로그램들은 유가족과 전문가 네트워크가 함께 하는 416 마을공동체 협동조합과 416 에셋 매니지먼트 재단의 단계적 활동에 의해 실행되도록 설계하였다.

다국어 초록 (Multilingual Abstract)

This has been studied to suggest ways for the bereaved families of Sewol ferry to recover their life. Researchers of this study has kept in close contact with them through activities by 416 memory archives from May of 2014 up to now. As a result of the research for more than a year and a half, they found out that there was a serious mis-communication between the government and the bereaved families. What the government intended was not well sent to them, and even they had to be the target of the public rage. To deal with the problem, researchers have developed a strategy to combine the movement of the community in Sewol ferry area with the plan of its restoration of the government.
Recently, studies of disasters, especially the man made hazard, lay great emphasis on cooperation between victims’ participation in restoration of the disaster and good governors. Of course, efficient and effective administrative procedure has to be a prerequisite for it. In the community theory, with the intention of forming a self-conscious community, asset management has to be introduced in a positive way in order to keep it long and steady.
To design a program for the community, researchers interviewed people including three bereaved family members, two local residents, four social community members in Ansan and experts, and a local representative. With a narrative way of writing, based on the interview and researchers’ experience, they figured out the issues of the bereaved families regarding the collapse of everyday life, both physical and mental distress, difficulties in living, mis-communication among people, struggling between neighbors, the reality siblings confront with, and people’s efforts to examine what is true. Theses issues were explained in seven ways of problems related with three aspects which are the relations of individual life, family and economy, and social life. Through them, twenty community business programs can be designed to solve the problems.
Researchers explained how these twenty programs were being completed to reach a goal of the restoration of bereaved families’ life by using the Program Logic Model. They set up groups of the programs considering several facts of sequences between programs, main subjects and places of the programs, and they drew a logical connection of cause and effect from the outcome of each program. The programs researchers designed made sure their goals of the intention of problem solving, cooperation and flexibility by bereaved families’ participation and input of resources from asset management. They are designed to work step-by-step by 416 community association and 416 asset management foundation with both bereaved families and experts.
