후보 및 정책 검증과 공정한 선거문화 확립을 위한 선거방송토론 구축방안 = A Establishment Plan of Election Broadcasting Debate for Policy Verification and Establishment of Fair Election Culture

국문 초록 (Abstract)

선거는 민주주의의 꽃이고 민주 시민이 그들의 대표자를 결정하는 권리 행위로서 오늘날 대부분의 대의제 민주주의 국가에서 국민주권주의를 실현하는 제도의 하나로 민주주의의 성패를 가늠하는 기본적인 요소가 된다. 최근 우리나라 선거문화는 선거법의 엄격한 적용과 유권자의 의식개선으로 사회전반적인 선거문화가 많이 개선되었다. 2004년 선거법 개정으로 오프라인 선거운동법은 줄이고 온라인 미디어 선거운동을 강화하는 방향으로 선거운동방식이 새로이 도입되었다. 그러나 여전히 선거방송에 대한 개선해야할 문제점들이 지적되어 오고 있다. 따라서 본 논문은 최근 TV선거방송토론의 발전 방안을 연구 목적으로 하여, 실용적인 성격을 띠고 있으며, 현 선거방송보도 및 TV토론의 현황 및 영향력을 기반으로 행정학적인 관점에서 선거토론의 발전방안을 모색하고, 우리나라 TV토론의 문제점을 도출하여 향후 개선해 나아갈 방향을 논의하고자 한다. 유권자들을 위한 좋은 선거방송토론을 제공할 선거법 개정 및 문제점들을 해결할 다양한 방법과 절차를 논의해 나아가야 할 것이다.

다국어 초록 (Multilingual Abstract)

Election is a flower of democracy and democratic citizens are the right act to determine their representatives. In most representative democracies today, elections are one of the institutions that realize national sovereignty and serve as a fundamental element of democracy. Recently Korean election culture has been improved by the strict application of the election law and the improvement of voters' consciousness. With the revision of the electoral law in 2004, electoral campaigns were introduced to reduce the number of offline election campaigns and to strengthen the online media campaign. But there are still problems to be improved on election broadcasting. The purpose of this paper is to explore the development of the debate on TV election broadcasting and to explore the possibility of the development of the election debate from the viewpoint of the administration based on the current status and influence of the current election broadcast news and TV debate, The problems of TV debate in Korea will be discussed and future directions for improvement will be discussed. It is necessary to discuss various methods and procedures for resolving election laws and problems that will provide good election broadcasting debate for voters.
