      The design which changes tothe civilized value of the industrial society of a high level is subdivided into various directions and enlarges its value and importance. It is a hard situation for the enterprises to survive, which live in the current competitive age of the design, not to take the wide world for their stage. The advanced countires checke the developing countries by the intellectual property and lead the trade dispute to their triumph by various regulations. Moreover in these days when they intend to make DESIGN-ROUND successine to the envirironment regulations, We should make up our mind newly. The large enterprises sufficiently make their self-born ability, but the small and medium enterprises mostly have a petty type of industry and are stingy in the investment to the design.
      Therefore, to gain the minimum term to fit these changes of the surrounding environment and to secure the field of design development, there should be a positive policy for the design development by the government and the method to support the policy should be groped.
      I think we can accomplish our purpose within an early period of lime if we positively utilize the following design strategies in the product development for our enterprises which can be down helplessly by the open-door and globalization policy;
      1. Research on the causes for the changes of products.
      2. Design policy as the strakegic management resources.
      3. Systematic structure of an enterprise for the maximization of degin development.
      4. Governmental support by the positive policy to the design investment.
      5. Strategic value pursuit by the development process of products.
