본 연구는 우리나라 공공기관의 기업복지제도 유형에 따라 근로자의 조직몰입에 어떠한 영향을 미치는지 연구해 보고자 한다. 특히 20년, 10년 전과 현재의 공공기관 구성원의 세대구성의 변화와 그 특징을 살펴본 후 공공기관의 기업복지제도가 구성원 특성 변화에 따라 수혜자의 요구에 맞게 변화되고 있는지 확인하고 그 결과를 통해 구성원의 직무만족과 조직몰입을 높이기 위한 개선방향에 대해 연구하고자 하였다.
이를 위해 한국노동패널조사(KLIPS)의 5차(2002년), 14차(2011년), 24차(2021년) 설문조사 자료를 활용하여 시대 흐름에 따른 공공기관 조직구성원의 세대구성 및 제공받는 복지제도의 변화를 확인하고 기업복지제도 유형별 조직몰입에 미치는 영향과 세대 특성에 따른 조절효과를 확인하였다.
공공기관의 금전적 복지제도가 20년 전과 비교하여 큰 폭으로 축소되었다는 것을 확인할 수 있었고 반면에 비금전적 복지제도에 대한 수혜 비율의 차이는 크게 나타나지 않았다. 20년 전에 비해 금전적인 복지수준이 현저히 축소되었다는 것은 기성세대와 신세대의 복지수준에 대한 갈등이 발생할 수 있다는 가능성을 시사한다. 더구나 신세대 미혼 비율이 증가하고 있는 상황에서 개인 중심 복지항목의 제공 비중이 상대적으로 더 낮기때문에 신세대 미혼자의 복지제도에 대한 만족도가 낮아지고 결국 조직몰입도에 부정적인 영향을 미칠 수 있다.
기업복지제도의 유형을 금전적 복지제도, 비금전적 복지제도, 가족중심 복지제도, 개인중심 복지제도로 나누었을 때 각각의 복지유형 모두 조직구성원의 조직몰입도 긍정적 영향을 미치는 것으로 확인되었다. 또한 많은 수의 복지제도를 제공 받을수록 조직몰입도에 더 큰 영향을 준다는 것을 확인하였다. 즉, 한 가지의 특정한 제도가 조직몰입도에 크게 영향을 주기보다는 여러가지 제도를 다양하게 제공받는 것이 조직몰입도에 더 크게 영향을 준다는 것이다. 따라서 기업복지제도가 조직몰입에 긍정적 더 큰 영향을 미치기 위해서는 보편적으로 많은 근로자들이 혜택을 받을 수 있는 제도로 변화해야 한다. 많은 근로자들이 다양한 복지제도 혜택을 누리고 특정 제도들에서 배제되지 않도록 기업복지제도를 개선해야 한다.
기업복지제도가 조직몰입에 미치는 영향에 있어 나이나 결혼여부 등 세대별 특성의 조절효과를 확인하지는 못했다. 20년 간 공공기관 기업복지제도가 제공된 변화의 비율, 개인특성변수의 변화 등을 확인한 결과 복지수준은 확연히 축소되었고, 조직구성원의 특성 또한 변화하였으나 결과적으로 나이나 결혼여부 등의 변수가 기업복지유형이 조직몰입에 미치는 영향을 조절하지는 못한다는 것이다. 그러나 ‘복지’에 대한 개념이 확장되고 있는 시대적 환경에서 공공기관 구성의 주축이 되는 신세대 직원이 지속적으로 배제되는 복지제도가 유지된다면 그들의 조직몰입도는 결국 약화될 것으로 보인다. 제도나 규정화 되어 있는 비금전적인 복지제도는 물론이고 특히 금전적인 복지에 있어서 더욱 공정성을 고려하여 더 많은 근로자들이 보편적으로 제공받을 수 있는 제도로 개선해 나가는 것이 필요하다.

This study aims to study how the types of corporate welfare systems of public institutions in Korea affect workers' organizational commitment. This study aims to study how the types of corporate welfare systems of public institutions in Korea affect workers' organizational commitment.
In particular, after examining the changes in the generation composition and characteristics of members of public institutions 20 or 10 years ago and now, the corporate welfare system of public institutions is changing to meet the needs of beneficiaries.
The 5th (2002), 14th (2011), and 24th (2021) survey data of the Korea Labor Panel Survey (KLIPS) were used to confirm the generational composition of members of public institutions and changes in the welfare system provided according to the trend. In addition, the effect on organizational commitment by type of corporate welfare system and the moderating effect according to generational characteristics were confirmed.
It was confirmed that the monetary welfare system of public institutions was greatly reduced compared to 20 years ago, while the difference in the ratio of benefits to non-monetary welfare systems was not significant. The significant reduction in the level of monetary welfare compared to 20 years ago suggests the possibility that conflicts over the level of welfare between the older and new generations may arise. Moreover, as the proportion of individual-centered welfare items is relatively lower at a time when the proportion of unmarried people in the new generation is increasing, satisfaction with the welfare system of unmarried people in the new generation can be reduced and eventually negatively affect organizational commitment.
The types of corporate welfare systems were divided into monetary welfare systems, non-monetary welfare systems, family-centered welfare systems, and individual-centered welfare systems, and it was confirmed that organizational commitment of organizational members also had a positive effect. It was also confirmed that the larger the number of welfare systems provided, the greater the impact on organizational commitment. In other words, rather than one specific system greatly affecting organizational commitment, receiving various systems has a greater impact on organizational commitment. Therefore, in order for the corporate welfare system to have a positive and greater impact on organizational commitment, it must be transformed into a system in which many workers can generally benefit. The corporate welfare system should be improved so that many workers enjoy various welfare system benefits and are not excluded from certain systems.
In the effect of the corporate welfare system on organizational commitment, it was not possible to confirm the moderating effect of generational characteristics such as age and marital status. Over the past 20 years, the level of welfare has significantly decreased and the characteristics of organizational members have also changed, but as a result, variables such as age and marital status do not control the effect of corporate welfare types on organizational commitment. However, in an era when the concept of "welfare" is expanding, their organizational commitment is expected to eventually weaken if the welfare system is maintained, which continuously excludes new generations of employees who are the main pillars of public institutions.
The welfare system, which generally allows many employees to benefit evenly, should consider more fairness, especially in terms of financial welfare, as well as the system or non-monetary welfare system stipulated. It is necessary to improve to a system in which more workers can receive various welfare systems.
