미국과 서방의 대러시아 경제제재와 실효성 분석 = Western Economic Sanctions Against Russia and its Effectiveness Analysis

국문 초록 (Abstract)

2022년 2월 24일에 러시아가 2차 우크라이나 공격을 감행하면서 코로나로 어려워진 세계 경제는 더욱 경색 국면으로 접어들었다. 서방은 러시아에 대한 강력하고 다양한 경제제재를 취했으며, 이러한 제재에 러시아가 대응하면서 러시아의 대외경제 환경과 경제 전반에 걸쳐 큰 충격을 가져왔다. 러시아는 서방의 금융제재로 인해 루블화의 가치가 떨어지고, 가스 대금이 동결될 것을 우려하여 유럽 등 비우호 국가에 천연가스 대금을 유로화나 달러화가 아닌 루블화로만 결제하도록 요구했으며, 유럽 국가들에 수출하지 못한 천연가스, 석유, 석탄 등의 물량을 중국과 인도, 튀르키예 등에 판매하였다. 본 연구에서는 서방의 대러 제재와 러시아의 대응을 살펴보았으며, 벡터자기회귀분석을 통해 제재의 실효성에 대해 실증 분석을 시도하였다. 실증 분석의 결과는 천연가스 가격변화와 환율 변화 모두 GDP 변화에 단기적으로 유의미한 영향을 주는 것으로 나타났으며, 에너지 가격변화가 러시아 경제에 더 큰 영향을 줌으로써 단기적으로 금융제재의 효력이 상쇄되었다고 할 수 있다.

다국어 초록 (Multilingual Abstract)

On February 24, 2022, Russia launched a second attack on Ukraine, further straining the global economy, which has been plagued by COVID-19. The West has imposed strong and diverse economic sanctions on Russia, and Russia’s response to these sanctions has had a major impact on Russia's external economic environment and economy as a whole. Concerned that Western financial sanctions would reduce the value of the ruble and freeze gas bills, Russia demanded that Europe and other unfavorable countries pay for natural gas only in ruble, not in euro or dollar. It also sells natural gas, oil, and coal, which have not been exported to European countries, to China, India, and Turkiye. In this study, we examined Western sanctions against Russia and Russia's response, and attempted an empirical analysis on the effectiveness of sanctions through vector autoregressive analysis. The results of the empirical analysis showed that both natural gas price changes and exchange rate changes had a significant short-term effect on GDP changes, and that the effects of financial sanctions were offset in the short term as energy price changes had a greater impact on the Russian economy.
