      This work describes the activities of human factors integration(HFI) in the concept phase of defense acquisition programs. HFI is a systematic process for identifying, tracking and resolving human related issues ensuring a balanced development of both technologies and human aspects of capability. Korean defense acquisition program management unlike the developed countries including the US and the the UK has been performed in terms of the equipment centered development. Also it is lacks for the studies on integrating the human factors into the defense acquisition program. In this point of view, this paper derives the HFI activities required in the concept phase as the first work to establish HFI activities to be performed through the whole life-cycle. To do this, it identifies the HFI activities to have been performed in the concept phase of the developed countries and analyzes the relationships between the activities of defense acquisition management and HFI activities. Based on the results of the relationship analysis and questionnaire related on the acquisition for analyzing the relationships of the factors using the QFD, this work decides priorities between HFI activities and derives the optimized HFI activities required in the concept phase.
