Guiding community governance through Party building is not only an effective means to achieve the organic integration of the Party, the state, and society, but also a crucial measure to advance the modernization of grassroots governance. Current research primarily focuses on macro-level policy design, with insufficient attention paid to the micro-level practical paths and transformation logic of the Party’s functions in grassroots governance. This paper, from the perspective of Party functions and based on a case study of Community T in City T, explores the practical logic and implementation path of Party-led grassroots governance. The study finds that Party-led grassroots governance should be rooted in political leadership, driven by ideological guidance, propelled by mass organization, and supported by social mobilization. Through institutionalized pathways, the Party’s political strengths are effectively transformed into governance efficiency. The practice of Community T demonstrates that the fulfillment of Party functions not only reinforces the core position of grassroots Party organizations but also enhances governance warmth and efficiency through flexible governance and technological empowerment. This paper offers a typical model of “embedding Party functions” into grassroots governance in the new era and provides valuable insights for optimizing Party-led mechanisms and promoting governance modernization.
