국가페미니즘 비교연구: 한국, 호주 및 스웨덴 사례를 중심으로

국문 초록 (Abstract)

이 연구는 국가페미니즘(state feminism) 여러 사례의 비교 연구를 통해서 국가페미니즘에 대한 포괄적․심층적 이해를 그 목적으로 한다. 이 연구에서는 한국, 호주 및 스웨덴의 국가페미니즘을 국가권력, 국제적 영향력, 여성정책기구의 변화, 젠더평등정책 그리고 국가기구와 여성운동과의 관계 등의 5가지 기준으로 비교하여 이들 국가가 가진 국가페미니즘의 유사성과 상이성에 대하여 분석하고자 한다. 지금까지 한국에서는 국가페미니즘에 대한 체계적인 연구가 부족하였고, 국외에서도 서구국가이외의 국가페미니즘에 대한 연구는 상당히 부족하였다는 평가를 얻고 있다. 더군다나 서구와 비서구 국가사이의 비교연구는 거의 없었던 것으로 알려지고 있다. 이와 같은 상황을 감안하여 이 연구에서는 비서구 국가의 사례를 한국으로, 서구국가의 사례를 각각 호주와 스웨덴으로 삼고자 한다. 이들 국가를 비교사례로 선정하는 것은 이들 국가들이 국가페미니즘의 모델 국가로 개념화될 수 있기 때문이다. 현재의 국가페미니즘은 흔히 북유럽모델, 여성정책행위자모델 및 제 3세계모델 등으로 개념화될 수 있고, 이에 따라서 북유럽모델은 스웨덴에, 여성정책행위자모델은 호주에, 그리고 제 3세계 모델은 한국에 해당된다고 이 연구에서는 간주한다. 특히 이들 3개 국가를 비교하기 위해서 비교 기준이 필요한데 이 연구에서는 RNGS(the Research Network on Gender and Politics and State)가 제안하는 국가페미니즘 작동 메커니즘 요소인 "국가권력의 변화", "초국가거브넌스의 영향", "국가여성정책기구의 변화", "젠더평등정책의 변화" 및 "국가여성정책기구와 여성운동과의 관계" 등을 그 기준으로 삼고자 한다. 요컨대, 이 연구에서는 국가페미니즘의 모델 국가로 상정한 3개국 국가페미니즘의 형성, 집행 및 결과에 대하여 심층적으로 비교 연구하는 것을 그 목적한다.

다국어 초록 (Multilingual Abstract)

The main purpose of this study underlines to have more comprehensive and in-depth investigation on state feminism through comparative research on the cases of Korea, Australia and Sweden. More concretely to say, this work is looking out the similarity and diversity of state feminism among three countries by using five analytical factors; impact of the rise of supranational governance, changes in the position of women's policy agencies, changes in gender equality policy and the relationship between agencies and women's movements. In fact, state feminism is treated as the acts of the state organization on improving the rights and status of women and also is very well-known idea in gender politics. In spite of this inclination, there are not a lot of the research and study on state feminism in Korea. Also, it is very difficult to find the comparative study on state feminism between the western and non western states. To cope with the limitation of study, this work is dealing with not only how state feminism has been formulated in three states, but also what are similarities and differences of state feminism in three states.
