발전국가론 관점에서 본 지방경제 위기의 원인과 대응전략 = Causes and Response Strategies of Local Economic Crisis from the Perspective of the Developmental State Theory

다국어 초록 (Multilingual Abstract)

This study regards Korea's economic development process as an export-led industrialization model, a type of developmental state, and understands the local economic crisis in terms of the limitations of this strategy. As the existing export-led industrialization strategy is no longer working and is creating a serious structural crisis in the local economy, we are seeking an attracting global companies model as an effective economic development strategy in response to the global economy.
Whereas the export-led industrialization strategy focused on expanding exports by fostering domestic companies into conglomerates with international competitiveness, the global company attraction strategy focused on attracting domestic and foreign global companies to create global industrial clusters. Also, if the export-led industrialization strategy was unilaterally promoted by the central government, this strategy is characterized by taking governance that is led by the local government and supported by the central government.
In this respect, the strategy for attracting global companies can be called ‘developmental local government model’ or ‘new endogenous development strategy.’ The endogenous development strategy utilizes local resources, companies, and technology to promote closed economic development within a limited range within the region, whereas the developmental local government has the local leadership in economic development but grows as the center of the global economy.

국문 초록 (Abstract)

이 연구는 한국의 경제발전 과정을 발전국가의 한 유형인 수출주도형 공업화모델로 간주하고 이 전략의 한계라는 관점에서 지방경제 위기를 파악한다. 기존의 수출주도형 공업화 전략이 더 이상 작동하지 못하고 있고 더구나 지방경제에 심각한 구조적 위기를 조성하고 있는바 글로벌 경제에 부응한 실효적인 경제발전 전략으로서 글로벌 기업 유치를 통한 지역경제 발전전략을 모색하려 한다.
그것은 수출주도형 공업화 전략과는 여러 측면에서 대비되는바, 수출주도형 공업화 전략이 국내 기업을 수출형 대기업으로 육성하는데 중점을 두었다면 글로벌 기업유치전략은 국내외 글로벌 기업을 유치하되 글로벌 산업클러스터를 조성하는데 역점을 둔다. 나아가 수출주도형 공업화 전략이 중앙정부에 의해 일방적으로 추진되었다면 이 전략은 지방이 주도하고 중앙정부가 지원하는 거버넌스를 취한다는 특징이 있다.
이런 점에서 글로벌 기업유치전략은 신내생적 발전전략이라고 할 수 있을 것이다. 내생적 발전전략이 지역 내의 자원과 기업, 기술을 활용하여 지역 내에 한정된 범위에서 폐쇄적인 경제발전을 도모한다면 신내생적 발전전략은 지방이 경제발전의 주도성을 가지지만 글로벌한 경제의 중심점으로 성장하는 개방적 전략이라고 할 수 있다.
