정부의 지방소멸 대응과 정책 효과성 영향요인 분석 -중앙 및 지방 공무원간 인식 비교를 중심으로- = Government Responses to Local Extinction and Factors Influencing Policy Effectiveness: Comparing Central and Local Officials’ Perceptions

국문 초록 (Abstract)

정부의 지방소멸 대응은 다양한 차원에서 시도되고 있으나, 지방소멸의 유형, 심각성 그리고이에 대한 공무원의 인식은 지역사회의 특수성에 따라 상이하게 발생할 수 있다. 따라서, 지방소멸 대응 및 정책의 형성과 시행 과정에서 지방자치단체의 참여와 협력이 필요한 시점이며, 협력이 형성된 경우 이를 성공적으로 유지하기 위한 높은 수준의 관리적 역량이 요구될 수밖에 없다.
이와 같은 점을 고려하여, 본 연구는 공무원의 지방소멸에 대한 정부의 대응과 다양한 정책 효과성 인식에 미치는 영향을 도출하였으며, 이 과정에서 중앙 및 지방 공무원간 인식 차이를 추가로분석하였다. 지방소멸 대응과 정책 효과성 인식에 미치는 영향 요인은 지방소멸의 문제가 사회적난제임을 고려하여 중앙정부뿐만 아니라 다양한 지방자치단체의 참여와 협력 그리고 이에 대한관리가 필요하다는 점을 고려하여, 지방소멸의 정책 주도권, 정보공유의 질 그리고 정부간 협력으로 구성하였다. 이에 더하여 중앙 및 지방 공무원의 소속에 따른 인식 차이를 분석하고자 공무원 소속 유형을 상호작용 변수로 구성하여 조절효과 여부를 분석하였다. 분석결과, 지방소멸 정책 주도권가 지방자치단체에 부여되고 정보공유의 질적 수준과 정부간 협력이 원활하게 시행될수록 중앙정부의 대응 및 정책 효과성 인식은 긍정적인 것으로 분석되었다. 또한, 중앙 공무원은지방 공무원에 비해서 중앙정부의 대응과 고향사랑 기부제도 효과성을 긍정적으로 인식한 반면, 지방 공무원은 중앙 공무원에 비해서 정보 공유의 질적 수준이 높다고 인식할수록 지방소멸대응기금과 인구감소지역에 대한 보통교부세 확대의 효과를 긍정적으로 인식하고 있었다. 따라서, 지방소멸 대응과 정책과정에서 지역사회의 참여 기회를 확대하는 동시에 각 지역의 특수성 반영할필요가 있으며, 다양한 기관간 협력 형성과 협력에 대한 관리가 필요하다. 또한, 지방소멸에 대응하는 과정에서 다양한 행위자간 정보의 공유과 이에 대한 질적 관리의 필요하다는 점을 도출할수 있었다.

다국어 초록 (Multilingual Abstract)

While governments at various levels are attempting to respond to local extinction, the type, severity, and public perception of local extinction vary by community characteristics. Therefore, local governments must participate in forming and implementing local extinction response policies. High local government managerial capacity is required for these policies to succeed.Given that local extinction is a social challenge that requires cooperation between various levels of government, the factors analyzed for their effect on government response and perceived policy effectiveness were local government policy initiative, information-sharing quality, and intergovernmental cooperation. In addition, government level was analyzed as a moderating variable in these relationships. The results showed that local government policy initiative, information-sharing quality, and intergovernmental cooperation were positively correlated with perceptions of central government responses and policy effectiveness. Therefore, communities should participate in and governments must cooperate over local extinction response policy creation and implementation, such policies should reflect regional characteristics, and stakeholders should share information.
