교육재정 운용 과정의 형평을 위한 추가 비용 산출 연구: 사회경제적수준의 격차를 고려하여 = A Study on Calculating Additional Costs for Equity in Educational Finance Operation Process: Considering the Socioeconomic Gap

다국어 초록 (Multilingual Abstract)

The purpose of this study is to calculate the additional cost for equity in the Educational finance operation process, considering the socioeconomic level of the unit school. To this end, data provided by the Edu Data Service (EDSS) related to public elementary schools in Seoul from 2016 to 2018 were analyzed, and the main results are as follows. First, the socioeconomic level of the unit school affects the education expenditure per student. As a result of estimating the cost function for calculating the additional cost, it was found that the socioeconomic level has a positive effect on the actual education cost per student. Second, to raise the average level of all schools to at least 90% compared to the school with the highest socioeconomic level, about 4.63 million won per student is required. This is an amount that requires an additional cost of 210,000 won compared to the average level of 2018, which was the standard for calculation. Third, the current distribution of educational expenses is aimed at making up for the gap in socioeconomic level, so the scale of additional cost per student to make up for the gap in socioeconomic level is not larger than making up for the shortfall in income paid by beneficiaries. This can mean that the current scale of educational finance is insufficient to achieve equity in the educational finance operation process.
