1905년도에 시행된 화폐정리사업은 한국 금융제도를 개편하고 일제가 금융을 장악하는 첫 시도였다. 원래, 화폐정리사업은 1890년대말 이래로 백동화가 남발됨으로써 나타난 격심한 인플레이션을 잡기 위해서 시행되었다.
이 사업은 일제가 제일은행권을 법화로 만들고 구래의 화폐들을 모두 회수·처분함으로써 식민지적 금융체제를 확립하는 사업이었다. 해당 사업의 주 정리대상이었던 백동화는 교환, 납세, 매수(買收) 등의 방법으로 총 1,905만원이 환수되었고, 엽전도 납세, 매수 등의 방법으로 점진적으로 환수되었다. 그 대신에 발행 유통시킨 것이 제일은행권과 보조화폐인 신백동화였다.
하지만, 화폐정리사업은 백동화와 엽전을 회수하는 것만으로 완결되는 것은 아니었다. 한국 상인들 사이에서는 구화폐(당오전, 백동화, 상평통보 등)로 표시된 전통 어음이 대량 유통되고 있었기 때문이다. 어음제도를 새롭게 개편하지 아니하고 화폐만을 교체하는 것은 반쪽짜리 화폐정리에 불과하였다. 뿐만 아니라 개항 이래로 한국 재래의 어음으로 인하여 일본인들이 피해를 입는다고 생각한 일부 일본 상인들은 어음제도의 정비를 일찍부터 요구하고 있었다.
통감부는 사업의 부작용을 최소화하고 상거래를 안정시키기 위한 긴급조치로서 ‘공동창고회사’와 ‘수형조합’의 설립, 그리고 일본식 ‘수형’의 발행 및 유통을 추진하였다. 이 조치들을 통해서, 백동화를 신속히 회수하고 나아가 화폐부족 현상도 해소하려고 하였던 것이다. 물론, 한국인이 발행하는 재래의 어음을 폐지하여 식민지적 금융제도를 완성할 목적도 있었다.

The monetary reorganization project was a project to establish a colonial financial system by making Daiitch bank note to be lawful money by the Japanese imperialists and collecting and disposing of all the old currencies.
Baekdonghwa, which was the main target of the project, was returned to a total of 19.5 million won by means of exchange, tax payment, purchase, etc, and gradually returned by means of pre-tax payment and purchase. Instead, it was Daiitch bank note and the secondary currency, Shin-Baek Donghwa, that were issued and circulated.
However, the money ordering business was not completed only by collecting Baekdonghwa and Yeopjeon. It was because a large amount of traditional notes marked with old currency (Dangojeon, Baekdonghwa, Sangpyeongtongbo, etc.) were circulating among Korean merchants. Replacing only the money without reorganizing the bill system was only a half-currency arrangement. In addition, since the opening of the port, some Japanese merchants who thought that the Japanese were suffering from the traditional Korean bills were demanding the maintenance of the bill system early on. As an urgent measure to minimize the side effects of the business and stabilize the commerce, the Ministry of Internal Affairs and Communications promoted the establishment of a joint warehouse company and a bill combination, and the issuance and distribution of a Japanese-style bill.
