주민자치센터 교육프로그램의 협의ㆍ조정을 통한 "상생공동체" 구축방안 연구 = A Research into the Resolution of Conflicts and Integration of Communities by Means of ‘Co-learning type’ Resident Autonomy Projects - Focused on a Case Analysis of Regional Redesign of Jeju Special Self-governing Province and Its Policy Implications -

국문 초록 (Abstract)

제주지역의 주민자치센터는 ‘상생공동체’ 구축을 통해 지역사회 발전에 기여할 수 있는 노력이 요망되고 있다. 이에 지역단위 협의 조정기제(메카니즘)로서의 주민자치센터의 역할과 기능을 중심으로 제주지역 주민자치센터 교육프로그램을 컨설팅함으로써 기존 교육프로그램에 대한 결과를 분석하였다. 그리고 주민자치센터에서 운영하는 교육프로그램을 활용해서 주민자치위원들이 지역문제에 대해 스스로 협의 조정해 나갈 수 있는 방안에 대해 탐색하였다.
상호 협의 조정이 갈등예방 관리와 상생 협력의 전제조건으로 매우 중요한 만큼 제주지역 주민자치센터 교육프로그램을 우선 매개로 해서 그 실효성 확보를 목표로 하였다.
지역 최대의 평생학습기관이기도 한 주민자치센터는 주민 학습의 장으로도 그 활용이 유용하지만 주민들과 소통과 공유를 통해 주민자치를 실현시켜 나갈 수 있는 공간이기도 하다. 즉, 주민자치센터 교육프로그램(‘주민자치 뿌리내리기’)과 평생학습 프로그램(‘평생학습 가지뻗히기’)의 융ㆍ복합을 통해 주민학습 역량강화(‘제주형 자치학습사회 열매맺기’)로 그 효과를 기대할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

A regional redesign project for Jeju Special Self-governing Province has been promoted on the basis of the formation of cooperative partnerships among the central government, local governments and communities for the sake of resident-led endogenous and learning-type local development. The project is aimed for villagers to set up a project plan and develop their systematic planning capacities, investigate and utilize the properties of each village, consolidate the local governability by means of local residents’ professional planning and marketing learning processes, and prevent/settle social conflicts, secure a sustainable growth motive power, and create the income.
This research has identified such project promotion results as listed below. First, a learning model has been identified so that villagers may approach and solve problems related to the development of villages and the establishment of developmental directions. Second, communities, institutions and residents participate in voluntary education processes. Third, talented men are cultivated and joint learning is promoted for the sake of sustainable development. Fourth, a cooperative network has been constructed for the sake of village development. Fifth, a series of workshops have been held with external experts attending and conflicts are resolved through the conciliation and arbitration of interests. Sixth, based on village residents’ learning activities, a village development plan has been set up and implementation schemes have been prepared through role sharing.
The policy implications of this research include the conciliation of dissenting opinions through village residents’ communication and consultation, the prevention and settlements of conflicts, the guarantee of trust and cooperation based on the publicity of voluntary participation, and the insurance of practical drivers for the social integration of villages and communities.
