마을 만들기 사업의 사회자본 형성 과정 = The Process of Social Capital Formation in Community Building Project: A Case Study of the Maechugji Village in Dong-Gu, Busan

국문 초록 (Abstract)

본 연구는 사회복지법인이 주도하고 민간기업이 후원하는 협력형 마을 만들기 사업의 사회자본 형성과정을 분석하고자 했다. 이를 위해 먼저, 마을 만들기와 사회자본론에 관한 이론적 고찰을 선행하여 분석틀을 도출했다. 마을의 역사, 사회·공간적 특성, 마을 만들기 경험, 주민의 사회적 관계망, 외부 행위 주체의 개입을 사회자본 형성의 배경요인으로 설정하고, 이 요인들이 연결망, 신뢰, 규범의 제정으로 특징되는 사회자본 형성을 촉진하는지 혹은 저해하는지를 파악하고자 했다. 다음으로 마을 만들기의 주요행위 주체들을 대상으로 참여관찰과 심층면접을 진행했다.
분석결과, 마을활동가는 주민들과 지속적인 만남을 통해 사회자본을 형성했다. 마을 리더를 발굴하고 적극적인 의지를 지닌 주민들과 주민조직을 이루어, 마을청소 활동과 각종 사업을 전개하면서 사회적 신뢰 관계를 구축하게 되었다. 그러나 주민자치위원회로 대표되는 마을의 폐쇄적 관계망은, 오히려 마을구성원들의 새로운 갈등을 야기하고 주민조직을 이분화하는 결과를 초래했다. 게다가 행정기관의 형식적 참여와 기업에 의존하는 복지법인의 취약한 재정으로 인해, 마을 전체 수준의 사회자본 형성은 이루어지지 않았다. 그러나 사회자본 형성에는 많은 시간과 노력이 투입되어야 한다는 점에서, 이 같은 갈등의 표출도 사회자본 형성을 위한 하나의 과정으로 볼 수 있다.
따라서 본 연구는 복지법인과 기업협력형 마을 만들기의 새로운 모델을 분석했다는 의의가 있지만, 해당 사례의 뚜렷한 특성을 발견하기는 어렵다. 또한, 사업 시행이 2년에 불과해, 사회자본 형성에 따른마을 만들기의 성공과 실패를 섣불리 판단하기 어렵다. 그러나 최근 주민간담회를 기점으로 사회복지법인과 주민자치위원회의 운영위원회를 재개하려는 움직임이 감지되고 있다. 마을 구성원들의 공론장이재개되고 있는 점에서, 매축지 마을 만들기 사례는 사회자본 형성과 마을 공동체 회복을 위한 화합의 가능성을 보여주고 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the social capital formation process of cooperative community building project led by social welfare corporation and supported by private enterprise. For this purpose, we first derive the analytical framework by prioritizing the theoretical considerations about community building project and social capital theory. The purpose of this study is to investigate the relationship between the history of the village, the social and spatial characteristics, the experience of community building project, the social network of residents, and the intervention of external actors as background factors of social capital formation. Whether they promote or inhibit the disease. Next, we conducted participation observation and in-depth interviews with the main actors of community building project.
As a result, village activists formed social capital through continuous encounters with residents. The village leader was excavated and the residents and resident organization with active intentions were formed and the social trust relationship was established by carrying out town cleaning activity and various business. However, the closed network of villages represented by the residents autonomy committee resulted in new conflicts of village members and differentiation of residents organizations. Moreover, due to the formal participation of administrative agencies and the fragile finances of welfare corporations that rely on corporations, the formation of social capital at the village level
has not been achieved. However, since much time and effort must be invested in the formation of social capital, the emergence of such conflicts can be viewed as a process for the formation of social capital.
Therefore, it is meaningful that this study analyzed a new model of welfare corporation and enterprise cooperative community building project, but it is difficult to find out the distinctive characteristics of the case. Moreover, since the project is only two years in a row, it is hard to judge the success and failure of community building
project due to the formation of social capital. However, recently, there has been a movement to restart the committee of the social welfare corporation and the resident autonomy committee based on the residents meeting. In this way, the case of reconstruction of the villages shows the possibility of unity for social capital formation and village community restoration.
