As the industrialization has become mature and the national income has steadily increased, the elimination of regional disparities and their balanced development have become the specific aims of government policies. Accordingly, the Korean government has established the balanced regional development policy as a key national issue, which has served as a basis for the balanced development. Ever since 1990, the government has progressively driven regional innovation policies to bolster regional capabilities and competitiveness in scientific innovation, thereby enabling regions to become independent from the central government by expanding their innovation capacities. Unfortunately, in spite of the governmental-level effort, regional competitiveness and potentials have been evaluated to be unsatisfactory. Therefore, the improvement of the regional innovation system has recently garnered much attention. In this study, we reviewed the transition process of Korean regional innovation policies from existing literature, research material and elsewhere. And then, we derived several issues of the regional innovation system. We also derived associative cooperation and functional activation plans among regional innovation organizations from the analysis of their operation condition, such as surveys on regional innovation organizations. Finally, we proposed basic directions and improvement plans of regional innovation system for fostering their capabilities and competitiveness in scientific innovation, by comprehensively analyzing their operation condition.
