Rapid social, economic, political and cultural change presents opportunities and challenges to the sport and recreation service field. As the standard of living and the time of the leisure increases, the sport and recreation activity should be emphasized. In this climate of change, it goes without saying that the role of a sport and recreation leader at present is very important. Therefore, a sport and recreation leader should be seen as a professional such as a medical doctor and a lawer in order to obtain social and economic recognition. Leaders who have completed the third degree workshop should provide only services as a simple activity leader. 3) A supply and demand program of sport and recreation leader should be made in the long term goal. It +hould Keep the balance of demand and supply for leader. 4) Activity examination system for graduates of Department of Sport and Recreation should be abolished. The person who has completed the required subjects should be delivered a second degree certification of a sport and recreation leader. 5) Leader`s retraining system should be operated and reinforced to manage leaders effectively and deal more effectively with social change. 6) It should strengthen "the Appointment System" as well as promote welfare and salary for sport and recreation leaders to gather capable persons and foster sport and recreation leaders.
