돌궐(突厥)·고보녕(高寶寧)의 흥기와 고구려(高句麗)의 대응 = Goguryeo's Response to the Rise of Turks and Gaobaoning

국문 초록 (Abstract)

고구려를 경계하던 北齊가 577년 멸망하면서 돌궐과 高寶寧세력이 요서에서 세력 확장을 시도했다. 고구려는 요하 일대를 둘러싼 정세에 변화가 발생했음을 감지하고 565년 이후 진행되던 陳과 倭로의 외교활동을 중단했다. 당시 요하 주변에는 거란과 말갈이 위치했는데, 이들에 대한 영향력을 두고 고보녕·돌궐과 고구려가 갈등을 빚었기 때문이다.
고구려는 요하에서의 문제를 해결하기 위해 北周, 隋와 통교했으며 신라에 대한 공세 준비도 유보했던 것 같다. 그러나 돌궐을 제압하고 陳을멸망시킨 隋가 요서에 영향력을 미치기 시작하면서 고구려와 충돌할 가능성이 높아졌다. 이런 상황에서 隋가 고구려에 璽書를 보내고 고구려가 화답하면서 양측의 갈등은 전면에 표출되지 않았다. 그럼에도 이후 계속해서 隋가 요서에서의 세력 확장을 시도하자 고구려는 대외정책을 바꿔 세력권 사수를 위한 본격적인 군사행동에 나서기 시작한다. 이는 阿旦城전투로부터 시작되었고, 이후 고구려는 요하 및 한반도에서의 주도권 회복을 위해 군사 활동을 포함한 적극적인 자세를 취하게 된다.

다국어 초록 (Multilingual Abstract)

The Northern Qi Dynasty, a country that has watched the movement of Goguryeo, was ruined on 577 which led Turks and Gaobaoning to try their expansion around Liaoxi region. Goguryeo noticed change of situation in Liao River area and immediately stopped diplomatic activities with the Chen Dynasty and Wa which have been continued since 565. In that time, Kitan and Mohe were located around Liao River. Goguryeo had conflict with Turks and Gaobaoning in the matter of the influence in the region.
To solve the problem in Liao River, Goguryeo entered friendly relations with the Northern Zhou Dynasty and the Sui Dynasty while reserving their thought on attacking Silla. But the Sui Dynasty conquered Turks and the Chen Dynasty which eventually raised the possibility of crushing into Goguryeo. Outwardly, the conflict wasn’t witnessed with the Sui Dynasty sending the letter from the emperor and Goguryeo responding. But the Sui Dynasty kept expanding in Liaoxi caused Goguryeo to change its foreign policy and started military action to protect its sphere of influence. The first of its action was Adan-seong attack. After, Goguryeo took aggressive action to restore its initiative on Liao River and the Korean peninsula.
