Nowadays world security environment is that tendency of intimidation on national security is getting various and complicated. Especially after 9.11 terror, the possibility of an all out war between countries is decreased but super-national and non-national intimidation (ex. Terror, Spread of weapons of mass destruction) is increasing. On such a security environment, each country continues to endeavor to maximize the profit of their countries and they pursue the benefit for safety and peace of international society with strategic alliance and restraint each other. Moreover aspect of world’s future war will be a total war mobilized whole resources of the country. Therefore efficient use of the reserve forces will be an important factor that governs the national security. Accordingly today, advanced nations use important forces for the standing army to make use of defensive resources efficiently and also they augment weight of reserve forces gradually. Korea is building up the reserve forces by project named [National Defense Renovation 2020] as trend of world’s security environment too. In other word, they make the reserve forces strong by development of mobilization system and institution and they complement the law, system and organization to be able to guarantee the capability of reserve forces in case of emergency.
In this side suggestion, of scheme of promotion system for reserve forces has very important meaning to make the reserve forces stronger as the object of national defense renovation. Historically, the nation had the promotion and promotion system to secure many elite director and smooth command system for using loyal troops, special commissioned officer, Hoguggoon(Nation defense forces), and commissioned officer in fieldand also, US and Israel advanced countries for reserve forces give the opportunity of promotion in proportion as a soldier in active service to reserve officer, noncommissioned officer, and private all. However, currently Korean reserve force’s promotion is restricted to some officer and noncommissioned officer but no private rank. The main problem attendant up on this situation is that difficulty of lower command system for reserve force caused of mobilized private substitution for insufficiency of qualified platoon leader of homeland defense and mobilized squad leader. Now the ratio of private for platoon leader of homeland defense is different according to region but usually, it is about 15%~60%. This designation rate is caused by difference of available resources of the city and farm area and, in peacetime there is difficulty on use the company of reserve forces during the training of homeland defense tactical plan and also when they are mobilized for homeland defense in wartime, they have a lot of restraint to command 30~50 soldiers as the first class director with received instruction from the company commander of reserve force. The appointment rate of private is about 90%~100% but the designation ratio of mobilized squad leader is also different according to region. The reason why the proportion comes like above is that the almost noncommissioned officers appointed as a staff sergeant are transferred as a sergeant first class, so there is not the squad leader of a staff sergeant rank and the person designated noncommissioned officer is a little as need of the squad leader. For that reason, in wartime squad leader mobilized to active service unit is restricted to command 10 squad members with the received instruction from a platoon leader. Of course, we can consider that the private mobilized commander can be very nice to command his party with talent and good leadership, but if the country promote him and give the authority through the training and education of mend, they will be able to settle an efficient command system of the reserve forces.
Therefore, to solve these problems, the country applies the current promotion regime restricted to the reserve officer and noncommissioned officer rank to mobilized private rank, so then they settle the difficulty of lower command system. Moreover, they supply the lack of need of squad leaders in wartime, so they need to suggestion of development plane to secure the elite commander. The first of the solution is improvement of the current system of promotion honors, for the second betterment of promotion system of reserve officer. In other words, country applies the honor promotion system for some field grade officer and the reserve officer promotion for some sergeant first class or over and under a major to private rank too. The procedure of selection is a plane that selects person who pass the regular physical examination and complete the regular course from qualified elite finally, then the chief of the general of the each military authorities appoint the private and promote to one rank higher.
The expectable effect due to this plan is that, the first, in peacetime and wartime, the command system is improved by supply the elite person for insufficient first class commander second, making the reserve forces stronger as trend of national defense renovation third, increasing the volition of duty through the inspiring the morale of the soldiers in active service and reserve forces by promotion.
At the result if country select talented reserve forces and systemize this plan well without extra training of new sources, by extra budget and effort for securing a lot of first class commander for reserve military forces organization, in anytime they can establish the smooth and efficient command system.
