The Dynamics of Empowering Local Activism through Transnational Mobilization in Korea = Environment and Human Rights Movements in Comparative Perspective

국문 초록 (Abstract)

본 논문은 한국사회운동의 역동적인 발전과정을 설명하기 위해 ‘역량강화 과정’ (empowering process) 모형을 연구 분석틀로 새롭게 시도하였다. 이 모형은 사회운동론의 ‘정치과정’ 모델과 국제 정치론의 ‘초국적 동원’ 개념간의 이론적 수렴에 근거하고 있다. 이 모형을 토대로 본 논문은 한국 사회운동 발전 과정을 다음 세가지 핵심과정으로 분석하고자 하였다. (1) 왜 초국적 동원전략이 급격히 출현하였는가? (2) 시민사회 ‘역량강화’ 기제는 무엇이며, 그 각각의 기제는 어떻게 전개되었는가? (3) 이 역량강화 기제가 운동영역에 따라 다른 양태를 띄게 된 이유는 무엇인가? 이 분석을 통해서 저자들은 비록 유사한 사회 정치적 조건에도 불구하고, 세가지 운동 핵심기제-운동 프레임, 네트워크 및 정치기회구조-가 초국적 수준으로 확장되면서, 운동부문에 따라 ‘중층적 상호 작용’이 차별적으로 전개됨을 확인하였다. 예컨대, 한국의 인권운동 부문이 환경운동 부문에 비해 초국적 동원전략을 자신의 운동역량 강화로 접목하는데 상대적으로 많은 장애를 겪고 있는 현실이다.

다국어 초록 (Multilingual Abstract)

To map out such a dynamic, interactive and empowering process in the Korean social movements, we develop a model, ‘empowering process model’ by combining Doug McAdam’s ‘political process model’ and the concept of ‘transnational mobilization’ in international relation theory. Given this model, we intend to explore three questions including the reason of rapid emergence of transnational mobilization strategy; mechanisms of empowering process model; different patterns between two movement sectors. We find out that despite similar external condition, different degree of trilateral reinforcement among frame, networks and POS at multi-levels makes human rights sector less empowered than environment sector.
