시진핑 시기 국유분야 약진의 사영분야 영향에 관한 연구 = A Study on the Advance of the State and its Influence on the Private Sector during the Xi Jinping Era

국문 초록 (Abstract)

본문은 국유분야의 약진 현상이 사영분야에 어떠한 영향을 야기하는가에 대한 검토를 통하여 이하와 같은 내용을 제시한다. 시진핑 시기 이전부터 국유자산감독관리위원회를 통한 국유기업의 역량 강화, 톄번사건과 랑구논쟁 등을 통해 야기되었던 국진민퇴의 논란은 2008년 금융위기의 극복을 위한 당국의 대규모 경기부양책에서 국유기업의 주된 수혜자로의 등극, 부실 국유기업의 동일업계 내 경쟁력 있는 사영기업의 인수, 정부 주도하 특정 산업의 국유기업 중심 개편, 국유기업의 사영기업 인수합병을 통한 경쟁부문으로의 확장 등으로 더욱 심화되었다. 시진핑 시기 당국의 국유기업의 경쟁력 강화, 질적 개선, 규모 확장 등의 국유기업 역량 강화 방침은 국유기업의 약진을 가져왔으나, 한편으로 동시에 국유분야에 대한 금융지원 선호와 사영분야의 어려움 가중, 사영분야의 투자 위축 등의 현상을 야기하여 사영분야에 적지 않은 영향을 주었다. 또한, 시진핑 시기 혼합소유제 개혁은 국유자본의 사영기업에 대한 영향력 확대를 가능하게 하였으며, 시진핑 시기 급증한 정부인도기금의 사례는 국가의 투자수단을 통한 사영분야에 대한 영향력 강화가 발생할 수 있음을 보여주었다.

다국어 초록 (Multilingual Abstract)

Based on the analysis of the advance of the state and its influence on the private sector, the article claims the following arguments. There occurred a controversy on guojin mintui (the advance of the state and the retreat of the private sector) due to the capacity building of the state-owned enterprise(SOE) through the State-owned Assets Supervision and Administration Commission, the Tieben incident, and the Lang-Gu debate. The controversy on guojin mintui further intensified after the Global Financial Crisis due to the government’s stimulus program, the SOE’s acquisition of competitive private firms, the government-led restructuring of the industry, and the expansion of SOEs into the competitive sector. The Xi Jinping administration’s decision to strengthen the capacity of the SOEs had a significant impact on the private sector due to its preferential treatment toward the SOEs. In addition, the Mixed-ownership reform during the Xi Jinping era allowed state-owned capital to expand its influence in private companies. And the case of the government guidance fund also implied that the state could strengthen its influence over the private sector through investment means.
